CidadANIA comunicativa na era da desinformação, segundo volume da coleção Comunicação & Cidadania, busca analisar e refletir sobre as distorções e distopias informacionais no contexto da Sociedade da Desinformação, (re)conhecendo as dimensões da cidadania info-comunicativa como mecanismos transformadores da sociedade. A Sociedade da Informação, termo cunhado no século XX, alavancada pelo desenvolvimento das tecnologias digitais, ampliou o valor conferido à informação na contemporaneidade, diversificando o acesso e o poder comprovado que ela possui. Mas não podemos nos furtar de refletir sobre a complexificação dos problemas gerados pela diversidade e pela ampliação dos acessos, que tem causado distorções e distopias informacionais. Também desafiador, como defendem os pesquisadores Nathansohn e Brisola (2020), é entender os contextos da Sociedade da Desinformação, resultantes das fake news, do firehosing, dos boatos, das teorias da conspiração e do deepfake. Podem ser incluídos igualmente, os algoritmos, a hiperinformação, a vigilância, a exclusão comunicativa e as desigualdades de acesso que, combinados a outros processos, formam o cenário propício à desinformação. No centro dessa complexidade está a cidadania, que ultrapassa o campo do direito, da nacionalidade ou da classificação do morador de uma cidade e se localiza, nesta proposta, nas transformações e nas disputas que ocorrem no espaço social. Amparadas nas reflexões críticas de pesquisadores como: Bobbio, Lipovetsky, Lefebvre, Adorno, Hannah Arendt, Boaventura de Souza, Milton Santos, Canclini, José Murilo de Carvalho, Celso Lafer e muitos outros, que trazem a dimensão do sujeito cidadão na sociedade e o exercício da cidadania para além da "pretensa ideia de que todos os indivíduos são cidadãos", mas resultados da consciência cidadã, da democracia, do ideal coletivo de justiça, do bem comum, do acesso a informações de qualidade, a participação na gestão pública como mecanismos transformadores da sociedade.

A popularização da internet possibilitou aos usuários utilizarem deste espaço midiático como cidadãos. Em uma perspectiva Democrática Deliberativa, pretendeu-se analisar o advento das redes sociais como nova mudança estrutural da esfera pública. Assim, é fundamental compreender o papel do Direito como instrumento de racionalidade comunicativa na construção dialética deste meio de comunicação de massa, tendo como premissa a preservação dos direitos fundamentais no tocante à liberdade de expressão, e o direito à informação como princípios para Democracia. Como aporte para esta pesquisa, observa-se as teorias Habermasianas sobre mudança estrutural da esfera pública, ação comunicativa e democracia deliberativa. As redes sociais atualmente são o meio de informação mais rápido e diversificado, onde todo e qualquer cidadão pode participar do debate político-social, portanto, é preciso investigar as possibilidades que se apresentam para ações democráticas, as mobilizações pacíficas de enfrentamento social em face do Poder Público do Estado, sob a tutela da contribuição do direito, através da garantia de direitos fundamentais. Assim, analisa-se a Lei 12.965/2014 e a atuação de seus intérpretes, com intuito de verificar a efetividade do direito como instrumento de racionalidade comunicativa na dialética das redes sociais, de modo a favorecer a democracia e a integração social para manutenção do Estado Democrático de Direito.
