A lo largo de estas páginas se hace un recorrido cronológico por las principales expresiones de la política cultural desarrollada por el Instituto Cubano de Cine hacia América Latina, desde inicios de la década del sesenta hasta finales del siglo XX. A partir del análisis de los filmes Cumbite (1964, Tomás Gutiérrez Alea), Cantata de Chile (1975, Humberto Solás), Amor en campo minado (1987, Pastor Vega) y Mascaró, el cazador americano (1991, Constante Rapi Diego), se ejemplifican los hitos más destacados de esta política y los proyectos ideológicos que les dieron sustento. Se estudia además un conjunto de obras de Santiago Álvarez, considerado el exponente más significativo de la documentalística política cubana. Historiar las relaciones entre el ICAIC y América Latina permite profundizar en una lectura compleja de los vínculos exteriores de la Revolución Cubana, en específico lo concerniente a las interrelaciones entre actores e instituciones. El objetivo último de este libro es aportar en la construcción de un relato crítico de la cultura cubana posterior a 1959, con respecto a Latinoamérica.

En la presente investigación se aborda la política cultural desarrollada por el ICAIC hacia América Latina a lo largo del último medio siglo. Fundado tan solo tres meses después del triunfo de la Revolución cubana, el 24 de marzo de 1959, y considerado una de las instituciones culturales más relevantes de los últimos cincuenta años en la Isla, el estudio de las relaciones entre el ICAIC y Latinoamérica permite un acercamiento a la política del gobierno cubano hacia la región durante la segunda mitad del siglo XX. En la década del sesenta, el ICAIC se sumó a los intentos por extender en América Latina la Revolución cubana. Posteriormente, desarrolló un rol importante de resistencia a las dictaduras militares que asolaron la región en la década del setenta, lo que implicó, entre otras acciones, la realización de productos audiovisuales de denuncia y el apoyo a realizadores exiliados a causa de la represión militar. Los vínculos entre el cine cubano y procesos políticos afines a La Habana, como el gobierno de la Unidad Popular en Chile y la Revolución Popular Sandinista en Nicaragua, resultan también ilustrativos de esta actividad. El ICAIC contribuyó además al desarrollo del Movimiento del Nuevo Cine Latinoamericano (NCL), del cual el Festival de La Habana fue uno sus principales impulsores.
