This scoping paper analyzes the governance of trade in timber-producing species regulated by CITES (the Convention on International Trade in Endangered Species of Wild Fauna and Flora) in light of the Convention’s increasing relevance as a tool to control transnational timber trade. The CITES regulatory framework is outlined as it relates to tree species, along with the compliance mechanisms developed to build range state capacity for implementing trade controls in relation to tropical timber species and to apply sanctions to countries that fail to take recommended action to resolve implementation problems. The study describes stricter domestic measures developed by consumer countries, most notably the EU, to control imports of CITES-listed species, including trees, as well as additional regulatory frameworks designed by importing countries to exclude illegal timber from their markets. It also examines the implications for CITES of regional economic integration given the Convention’s dependence on national border controls, with a focus on experience in the EU and trends in Asia. Key findings from three case studies of how CITES has approached governance of trade in valuable timber-producing species – ramin (Gonystylus spp.) from Asia, afrormosia (Pericopsis elata) from Central and West Africa and bigleaf mahogany (Swietenia macrophylla) from Latin America – are presented and other potential case studies identified. The study concludes by identifying priority areas where further research could contribute towards catalyzing positive change to strengthen the governance of transnational timber trade, and ultimately towards the survival of tree species traded illegally and unsustainably.

This country profile reviews the drivers of deforestation and forest degradation in Indonesia, sets out the institutional, political and economic environment within which REDD+ is being implemented in Indonesia, and documents the process of national REDD+ policy development during the period 2007 – early 2012. While Indonesia is committed at the national and international level to addressing climate change through the forestry sector, there are clearly contextual challenges that need to be addressed to create the enabling conditions for REDD+. Some of the major issues include inconsistent legal frameworks, sectoral focus, unclear tenure, consequences of decentralisation, and weak local governance. Despite these challenges, however, REDD+ opens up an opportunity for improvements in forest governance and, more broadly, in land use governance. More democratic political-economic processes in general, greater freedom of civil society and the press, and heightened awareness of environmental issues can help build support and solidify policies in this direction.

Saving endangered species presents a critical and increasingly pressing challenge for conservation and sustainability movements, and is also matter of survival and livelihoods for the world's poorest and vulnerable communities. In 1973, a global Convention on International Trade in Endangered Species (CITES) was adopted to stem the extinction of many species. In 2015, as part of the Sustainable Development Goals (SDG 15) the United Nations called for urgent action to protect endangered species and their natural habitats. Use of and trade in wildlife is a fact of life for human society around the globe. Article IV of the CITES Convention requires that exporting countries restrict trade in Appendix II species to levels that are not detrimental either to species? survival, or to their role within the ecosystems in which they occur (known as the ?non-detriment finding?). Fish and fish products are amongst the most highly traded food items in the world today, with most of the world’s countries reporting some fish trade. This assessment of commercial trade in CITES-listed marine species occurs within a broader context of globalization and a more general rapid expansion of the international trade in fish and fish products. It summarizes ten years (2007–2016) of trade in a subset of commercially exploited marine taxa listed in CITES Appendix II. We examine both CITES trade data reporting processes (including information on the practical elements of reporting by CITES Parties) and analyse CITES trade records. The analysis shows how, for Appendix II CITES-listed marine species, the overall number of direct export transactions reported by CITES Parties has increased sevenfold during 1990–2016 and how trade for each CITES-listed marine species sub-group has changed through time. An assessment is made, with assistance from species and trade experts, on the strengths and challenges of collating and reporting on trade in CITES-listed marine species. Additional datasets of relevance to marine species trade are highlighted, and recommendations for further refining and improving CITES trade reporting for marine species are provided.
