It is clear that our society must become a more sustainable one. To that end, we must change both our production and our consumption patterns. Some argue that this implies the abolition of democratic processes, and thus of citizens' participation in environmental policy. Others argue the opposite: the only way to avoid impending environmental disaster is by engaging in common deliberation and contemplation. Is participation, then, a negative force or not? This volume is one of the first coordinated attempts to study the relationship between democratic, participatory forms of decision making and the quality of environmental decisions. The central question is how can the normatively desirable practice of participatory decision making be combined with an effective approach to environmental issues? Guided by a theoretical introduction by the editors, the 15 chapters deal with topics ranging from the scale of environmental problems, local agenda 21, infrastructural decisions, strategic planning, to environmental policy in developing countries. Three chapters are devoted to each of these broad themes. Each presents either a theoretical or an empirical argument about the central research question, shedding light on such issues as the measurement of decision quality, participation techniques, and the link between participation and decision quality, drawing on experience gained in Europe, North and South America, Asia, and Africa. Citizenship talk refers to various types of discourse initiated to make citizens take part in politically and socially contested decision-making processes (‘citizen participation’). ‘Citizenship’ has, accordingly, become one of the dazzling key words whenever the democratic deficit of modern societies is moaned about. Asking for citizenship to be conceived of as a communicative achievement, the present book shows that sociolinguistics and pragmatics can essentially contribute to this interdisciplinary up-to-date issue of research: the volume offers a theoretically innovative concept of communicated citizenship and it presents a set of methodological approaches suited to deal with this concept at an empirical level (including contributions from Conversation Analysis, Critical Discourse Analysis, Social Positioning Theory, Speech Act Theory and Ethnography). Citizen participation has become an important part of planning. It can empower and significantly influence the planning process as well as the project design. How effective has it been historically? Does it actually influence the decision making process? Has it ever, or even can citizen participation effectiveness be measured? It has been noted that citizen participation practice had increased over the last three decades and is now practical in the planning process. However, the constant debates over citizen participation and citizen control have not resulted in the ability to evaluate its effectiveness. Planning on the community level is the process of incorporating into the plan consideration of human needs, preferences and values attributable to each proposal before the decision making body. The determination of effective planning takes into account diverse perspectives and impacts allowing the decision makers the opportunity to find solutions and empower local citizens in the planning process. This thesis examines the roles of community residents, government staff, and community organizations in the Cherry Hill, a Baltimore neighborhood, on which measures of citizen participation are effective. Mainly, two meetings sponsored by the Baltimore Region Environmental Justice in Transportation Program (BREJT) and the Baltimore City Department of Planning (BCDP) with the community are examined. What measures effectiveness of citizen participation and how does these measures appear in the Cherry Hill case study? This thesis uses a model of public participation to analyze the case study showing participation in state transportation planning and city master plan development between local agencies and Cherry Hill. The model draws a correlation between citizen participation and its effectiveness to influence authorities' decision making in development of agency's policies. The results show that citizen participation differed significantly from those meetings held with the community and BREJT and the BCDP. Each meeting shows some form of participation ranging from "Therapy" to "Placation" to use labels describing activities according to the model.-- Abstract.
