Technological, cultural and economic forces are transforming political communication, posing challenges and opportunities for politicians and media organisations, while at the same time many governments and civil society express concerns about the extent and nature of political empowerment and civic engagement. This book offers an international perspective on current thinking and practice about civic and audience empowerment, focusing on the ways and means through which media can empower or dis-empower citizens as audiences. It features theoretical and empirical chapters that draw specific attention to a reappraisal of the theories, methods and issues that inform our understanding of citizens and audiences in contemporary politics. The authors address the following questions: How much and what sorts of civic and audience empowerment are most desirable, and how does this differ cross-nationally? How do citizens relate to private and public spaces? How do citizens function in online, networked, liminal and alternative spaces? How do audiences of ‘non-political’ media spaces relate their experiences to politics? How are political parties and movements utilising audiences as co-creators of political communication and what are the consequences for democracy? With examples from the UK, USA, Holland, France, Germany, The Middle East, South Africa and Mexico, this innovative volume will be of interest to students and scholars of political science, marketing, journalism, cultural studies, public relations, media and international relations.

Every month in every neighborhood in Chicago, residents, teachers, school principals, and police officers gather to deliberate about how to improve their schools and make their streets safer. Residents of poor neighborhoods participate as much or more as those from wealthy ones. All voices are heard. Since the meetings began more than a dozen years ago, they have led not only to safer streets but also to surprising improvements in the city's schools. Chicago's police department and school system have become democratic urban institutions unlike any others in America. Empowered Participation is the compelling chronicle of this unprecedented transformation. It is the first comprehensive empirical analysis of the ways in which participatory democracy can be used to effect social change. Using city-wide data and six neighborhood case studies, the book explores how determined Chicago residents, police officers, teachers, and community groups worked to banish crime and transform a failing city school system into a model for educational reform. The author's conclusion: Properly designed and implemented institutions of participatory democratic governance can spark citizen involvement that in turn generates innovative problem-solving and public action. Their participation makes organizations more fair and effective. Though the book focuses on Chicago's municipal agencies, its lessons are applicable to many American cities. Its findings will prove useful not only in the fields of education and law enforcement, but also to sectors as diverse as environmental regulation, social service provision, and workforce development.

This book analyzes the ongoing transformation in the “smart city” paradigm and explores the possibilities that technological innovations offer for the effective involvement of ordinary citizens in collective knowledge production and decision-making processes within the context of urban planning and management. To so, it pursues an interdisciplinary approach, with contributions from a range of experts including city managers, public policy makers, Information and Communication Technology (ICT) specialists, and researchers. The first two parts of the book focus on the generation and use of data by citizens, with or without institutional support, and the professional management of data in city governance, highlighting the social connectivity and livability aspects essential to vibrant and healthy urban environments. In turn, the third part presents inspiring case studies that illustrate how data-driven solutions can empower people and improve urban environments, including enhanced sustainability. The book will appeal to all those who are interested in the required transformation in the planning, management, and operations of data-rich cities and the ways in which such cities can employ the latest technologies to use data efficiently, promoting data access, data sharing, and interoperability.

"Primary school enrollment has increased dramatically in Sub-Saharan Africa since democratization in the 1990s. A large theoretical literature in political science identifies education as a tool for democracy and state-building. Schooling Citizens forecasts the effect of expanded access to schooling and the liberalization of educational sectors in Mali by analyzing the relationship between parents and students' educational experiences and their participation in politics. In a landscape of the declining quality of public education and a multitude of accredited private providers, including Islamic, Arabic-language schools, does schooling contribute to citizens' political knowledge and participation? Are all educational institutions equally capable of forming democratic citizens? Bleck's methodologically rigorous research answers these questions and more. Her original survey of 1,000 citizens, which she conducted in Mali before the 2012 coup d'état, explores how different educational experiences, in public/private/informal and Islamic schools, affect citizenship. She looks at the perspectives of both students and parents as social service consumers. The results demonstrate schooling, in any type, plays an important role empowering citizens as democratic agents"--

This collection of essays engages with a central theme in scholarship on EU citizenship – the emancipation of certain citizens, the alienation of others – and seeks to expand its horizons to interrogate whether similar debates and trends can be identified in other fields of European integration. The focus of the book is distinctly citizen focused. It delivers the potential for the opening out of analysis of the implications of European citizenship beyond the parameters of Articles 18-25 TFEU and beyond the disciplinary confines of legal analysis alone. The book construes 'EU citizenship' in its broadest sense, and explores the extent to which the European citizen is, or indeed is not, genuinely at the heart of EU law and policy-making. Within the broader theme of empowerment and disempowerment, the contributors reflect on a range of cross-cutting themes; for example, the extent to which channels of citizen participation (can) inform EU policy-making in a 'bottom-up' sense; or whether the EU is a catalyst for the construction of new spaces and new identities.
