In a tour de force of comparative intellectual history, Mark Hulliung sharply challenges conventional wisdom about the political nature of the "sister republics," America and France. Hulliung argues that the standard American account of a continuous Jacobin republican tradition--"illiberal to the core"--is fatally misleading. In reality it was the nineteenth-century French liberals who undermined the cause of liberalism, and it was French republicans who eventually saved liberal ideals. And comparison with France provides compelling evidence that the American republic was from the beginning both liberal and republican; Americans have been engaged in the "right debate, wrong country." Antiliberal intellectuals--New Leftists, neoconservatives, and communitarians alike--have disfigured much of the "republican" scholarship by falsely conjuring up a history of the United States wherein rooted and moral republicans once held sway where today we encounter uprooted and amoral liberals. Lively, stimulating, and sure to be controversial, Citizens and Citoyens is a valuable contribution to the political culture debate.

Georg Jellinek argues in his essay The Declaration of the Rights of Man and the Citizen for a universal theory of rights, as opposed to the culturally and nationally specific arguments then in vogue. Jellinek indicates that the French Revolution, which was the focal point of 19th-century political theory, should not be thought of as arising from a purely French tradition (namely the tradition stemming from Jean-Jacques Rousseau) but as a close analogue of revolutionary movements and ideas in England and the United States.

One of the major issues this book examines is what the African experience and identity have contributed to the debate on citizenship in the era of globalisation. The volume presents case studies of different African contexts, illustrating the gendered aspects of citizenship as experienced by African men and women. Citizenship carries manifold gendered aspects and given the distinct gender roles and responsibilities, globalisation affects citizenship in different ways. It further examines new forms of citizenship emerging from the current era dominated by a neoliberal focus. The book is not exclusive in terms of theorisation but its focus on African contexts, with an in-depth analysis taking into consideration local culture and practices and their implications for citizenship, provides a good foundation for further scholarly work on gender and citizenship in Africa.
