This book tracks the dramatic outcomes of the federal government's growing involvement in higher education between World War I and the 1970s, and the conservative backlash against that involvement from the 1980s onward. Using cutting-edge analysis, Christopher Loss recovers higher education's central importance to the larger social and political history of the United States in the twentieth century, and chronicles its transformation into a key mediating institution between citizens and the state. Framed around the three major federal higher education policies of the twentieth century--the 1944 GI Bill, the 1958 National Defense Education Act, and the 1965 Higher Education Act--the book charts the federal government's various efforts to deploy education to ready citizens for the national, bureaucratized, and increasingly global world in which they lived. Loss details the myriad ways in which academic leaders and students shaped, and were shaped by, the state's shifting political agenda as it moved from a preoccupation with economic security during the Great Depression, to national security during World War II and the Cold War, to securing the rights of African Americans, women, and other previously marginalized groups during the 1960s and '70s. Along the way, Loss reappraises the origins of higher education's current-day diversity regime, the growth of identity group politics, and the privatization of citizenship at the close of the twentieth century. At a time when people's faith in government and higher education is being sorely tested, this book sheds new light on the close relations between American higher education and politics.

By the end of the 1920s, just ten years after the Jones Act first made them full-fledged Americans, more than 45,000 native Puerto Ricans had left their homes and entered the United States, citizenship papers in hand, forming one of New York City’s most complex and distinctive migrant communities. In Puerto Rican Citizen, Lorrin Thomas for the first time unravels the many tensions—historical, racial, political, and economic—that defined the experience of this group of American citizens before and after World War II. The 20th century, declared at its start to be the “Century of the Child” by Swedish author Ellen Key, saw an unprecedented expansion of state activity in and expert knowledge on child-rearing on both sides of the Atlantic. Children were seen as a crucial national resource whose care could not be left to families alone. However, the exact scope and degree of state intervention and expert influence as well as the rights and roles of mothers and fathers remained subjects of heated debates throughout the century. While there is a growing scholarly interest in the history of childhood, research in the field remains focused on national narratives. This volume compares the impact of state intervention and expert influence on theories and practices of raising children in the U.S. and German Central Europe. In particular, the contributors focus on institutions such as kindergartens and schools where the private and the public spheres intersected, on notions of “race” and “ethnicity,” “normality” and “deviance,” and on the impact of wars and changes in political regimes.

Over the course of the last two decades, the Dutch photographer worked methodically on his monumental Photo Notes project: First he would select a busy pedestrian area – his favorite spots were often near shopping centers – where he would stay for 30 minutes up to a few hours. He then spent time observing passers-by before recognizing a common type, normally based on a garment, sometimes a behavior: people in band T‐shirts, fur caps or beige trench coats; young couples walking arm in arm; women in suit dresses; men with gelled hair or pushing shopping trolleys. . . He snapped them with a camera hung around his neck, attached to a trigger in his pocket. Back in the studio, the images were laid into grids called Photo Notes. Their simplicity of form and presentation belies their complex anthropological, social and artistic commentary.
