This book presents a history of the ideas and activities of the American Political Science Association (APSA) in the field of citizenship education in public schools. Examining APSA’s evolving objectives and strategies in implementing citizenship education, Ahmad analyzes the complicated relationship between the teaching of government in the public schools and the APSA’s changing visions of citizenship education. By offering a narrative of political scientists’ ideas on citizenship and citizenship education, Ahmad reveals the impact of APSA’s worldview and official policies concerning pre-collegiate curriculum and instruction in citizenship education. By providing a comprehensive history of ASPA’s agenda and its implementation, this book sheds light on the intersection between the pedagogical goals of political scientists and the meaning, purpose, and context for citizenship education in high schools.

"By nearly every measure, Americans are less engaged in their communities and political activity than generations past.” So write the editors of this volume, who survey the current practices and history of citizenship education in the United States. They argue that the current period of “creative destruction”—when schools are closing and opening in response to reform mandates—is an ideal time to take an in-depth look at how successful strategies and programs promote civic education and good citizenship. Making Civics Count offers research-based insights into what diverse students and teachers know and do as civic actors, and proposes a blueprint for civic education for a new generation that is both practical and visionary.

The ideal of good citizenship is examined in light of current social and political unrest brought about, at least in part, by the agitation of special interest groups. Emphasis is placed on the role of citizenship education in the schools. The monograph is intended particularly for educators who want to improve citizenship education programs. The document is presented in five chapters. Chapter one identifies the major citizenship education challenge of the 1980s as the conflict between privatism in politics (due to a deterioration of national trust in the political system) and pluralism in education (resulting from attitudes that glorified doing one's own thing and from the belief that authority for education should rest primarily with the diverse pluralistic communities in American society). Chapter two contrasts ideas of citizenship in modern democratic societies and in Greco-Roman republics. Chapter three presents an historical perspective on citizenship education in the United States from the 1770s to the 1970s. Chapter four identifies major approaches to reform of civic education, including academic disciplines (particularly, history and sociology), law related education, social problems, critical thinking, values education, moral development, community involvement, and institutional school reform. The final chapter offers suggestions for improving citizenship education programs, including incorporating political values, political knowledge, and the skills of political participation into the curriculum; encouraging common understanding of and commitment to democratic values; and encouraging student understanding of citizenship concepts such as justice, freedom, equality, diversity, authority, privacy, due process, participation, and international human rights. Across the globe citizenship education is high on the reform agendas of policy makers and educators. The collapse of the Soviet Union and the entry of former Soviet bloc states into the European Union, the fragmentation of the former Yugoslavia, the major population movements from poor to rich countries, and the increased threats of international terrorism and civil wars in many states have all added to the need to provide up-dated and reflective approaches to citizenship education. Within nation states, the impact of globalisation on social, economic and political structures has caused power shifts across and within international borders demanding greater citizenship awareness and participation. The effect of these changes and the practice and needs of citizenship are profoundly affected by the distinctive particulars of the places in which they occur. This is an essential ingredient in any understanding of what is happening and of any program addressing the resulting citizenship challenges. Too often, citizenship education has been perceived simply as a matter for schools. In this book, the discussion is extended to embrace post-school education. It is acknowledged that the educa
