Das Feld wissenschaftlicher Diskussion beherrschten bisher weitgehend normativ geführte Debatten. Wer für eine Staatsbürgerschaft in Frage kommt und welche Eigenschaften Staatsbürger im Allgemeinen besitzen sollten wird bereits bei Aristoteles ausführlich erörtert, so zum Beispiel im dritten Buch der Politik. Die Festlegung der Bedingungen für die Mitgliedschaft in eine politische Gemeinschaft war lange Zeit ein wichtiges politische Mittel des Staates, und obwohl die Bedeutung von Staatsbürgerschaft oder citizenship sich seit je her im Wandel befindet, interessiert uns in dieser Arbeit vor allem der Wandel der Institution der Staatsbürgerschaft in Europa und Nordamerika in der Nachkriegszeit. Eine Richtung aktueller Forschung zum Thema Staatsbürgerschaft attestiert diesem einen Bedeutungsverlust, der vor allem durch internationale wirtschaftliche Verflechtung, Vertragswerke und Menschenrechtsregime verursacht wird. Im Mittelpunkt dieser Arbeit steht die 1994 von Yasemin Soysal1veröffentlichte Studie zu den Grenzen der Staatsbürgerschaft, in der sie vor allem die Rechte von Immigranten im Europa der Nachkriegszeit untersucht und zu dem Schluss kommt, dass sich die Bedeutung der nationalen Staatsbürgerschaft in einem Erosionsprozess befindet und dass neue Formen einer „post-nationalen“ Staatsbürgerschaft auftreten. Eine ähnliche Stoßrichtung und teilweise auf Soysals Studie aufbauend, geht die Arbeit von Jean L. Cohen. Sie untersucht den exklusiven Charakter politischer Gemeinschaften, insbesondere von Demokratien, und hat sich Gedanken gemacht wie vermieden werden kann, dass diese Schließung sich zu starkem Nationalismus oder Rassismus „verdichtet“. Die Ansätze von Soysal und Cohen werden zunächst nacheinander dargestellt und verglichen. Danach erläutert ein Einschub den Inklusionsbegriff, der dann in einem nächsten Schritt mit den oben genannten Arbeiten in Verhältnis gesetzt wird. Auf die Systemtheorie bezugnehmend, soll untersucht werden inwiefern mit dem beschrieben Wandel des Konzepts der Staatsbürgerschaft eine Krise politischer Inklusion einhergeht und die Relevanz dieses Begriffes für die Staatsbürgerschafts-Debatte anhand der Arbeit von Rudolf Stichweh dargestellt werden.

In today’s world, citizenship is increasingly defined in normative terms. Political belonging comes to be equated with specific norms, values and appropriate behaviour, with distinctions made between virtuous, desirable citizens and deviant, undesirable ones. In this book, we analyze the formulation, implementation, and contestation of such normative framings of citizenship, which we term ‘citizenship agendas’. Some of these agendas are part and parcel of the working of the nation-state. Other citizenship agendas, however, are produced beyond the nation-state. The chapters in this book study various sites where the meaning of ‘the good citizen’ is framed and negotiated in different ways by state and non-state actors. We explore how multiple normative framings of citizenship may coexist in apparent harmony, or merge, or clash. The different chapters in this book engage with citizenship agendas in a range of contexts, from security policies and social housing in Dutch cities to state-like but extralegal organizations in Jamaica and Guatemala, and from the regulation of the Muslim call to prayer in the US Midwest to post-conflict reconstruction in Lebanon. This book was previously published as a special issue of Citizenship Studies.

Citizenship as a status assumes that all those encompassed by the term 'citizen' are included, albeit within the boundaries of the nation-state. Yet citizenship practices can be both inclusionary and exclusionary, with far-reaching ramifications for both nationals and non-nationals. This volume explores the concept of citizenship and its practices within particular contexts and nation-states to identify whether its claims to inclusivity are justified. This will show whether the exclusionary dimensions experienced by some citizens and non-citizens are linked to deficiencies in the concept, country-specific policies or how it is practised in different contexts. The interrogation of citizenship is important in a globalising world where crossing borders raises issues of diversity and how citizenship status is framed. This raises the issue of human rights and their protection within the nation-state for people whose lifestyles differ from the prevailing ones. Besides highlighting the importance of human rights and social justice as integral to citizenship, it affirms the role of the nation-state in safeguarding these matters. It does so by building on Indigenous peoples' insights about linking citizenship to connections to other people and the environment and arguing for the inalienability and portability of citizenship rights guaranteed collectively through international level agreements. These issues are of particular concern to social workers given that they must act in accordance with the principles of democracy, equality and empowerment. However, citizenship issues are often inadequately articulated in social work theory and practice. This book redresses this by providing social workers with insights, knowledge, values and skills about citizenship practices to enable them to work more effectively with those excluded from enjoying the full rights of citizenship in the nation-states in which they reside.
