These four conceptual and critical essays on state and society in contemporary China argue vigorously against the grain of prevailing scholarly interpretation. In substantive content, they explore two major themes from different historical and theoretical points of departure. First, the author argues that the party/state under Mao fell far short of the full control over China's peasant society that outside observers often assumed it had achieved. She shows, instead, how the Maoist state frequently pursued policies that in fact had the ironic effect of strengthening the resistance of rural communities against the central political apparatus. Second, she contends that once the true limitations on the Maoist state's power in rural areas are rightly understood, it becomes clear that one effect of the post-Mao economic and political reforms may be to enhance rather than to diminish the state's authority in the countryside — despite all the reformists' rhetoric to the contrary. These essays on "how to think about the Chinese state" are designed to stimulate debate about assumptions and methods in the field of Chinese political analysis. The controversies they raise, however, make them highly relevant to scholars outside Chinese studies who are interested in theories of the state, in the interrelations of state and society, and in the fate of the peasantry under socialism.

My main object in singling out this particular portion of a vast body of doctrine for separate publication is to bring to the notice of the higher minds and hearts amongst us the need. there is for setting on foot a reasonable and moral policy for regulating the relations of the West with the rest of the World. Those relations are coming more and more under the direction of a commercialism of the baser sort, or of a narrow proselytism, which is often, after all, very little better than a pretext for furthering some political or mercantile object. I am in hopes, also, that this sample of a political conception, based on a thorough philosophic study of the situation which it is desired to modify, will suffice to convince reflecting minds of the necessity of bringing to the study of social phenomena at least the same degree of attention and perseverance as is required for the study of the simpler phenomena of life and of the world. From observing the centrality of power in today’s international affairs, the book moves to the foundational concepts of Chinese governance: its belief in a strategic configuration of power—as understood in military contexts—as well as its growing diplomatic and maritime engagement abroad. This analysis culminates in new ideas of functional multipolarity. Power is also deployed internally: China’s use of nationalism as a major tool for state-building and cohesion, the ongoing role of socialism, and the People’s Liberation Army are all examined in this light.
