This paper is meant to be suggestive of issues that strategic planners might consider as they look ahead to the possibility of military space operations in the twenty-first century. It uses as its analytical framework Carl von Clausewitz's concept of war which holds that military operations are dominated by intangible human factors and therefore are largely unpredictable. The paper begins with a discussion of how the views of Clausewitz are confirmed in the writings of some leading modern military analysts and in the mathematical concept of chaos. It then projects Clausewitz's concept of war onto future military space operations by examining US's civilian space activities for evidence that intangible factors like luck, friction, danger, and genius have influenced these activities and are, therefore, likely to affect military operations in space. One of the paper's main points is that the US has a national genius for high technology space operations. This genius springs from the US culture with its emphasis on science fiction, computers, and video games just as the dominant power of English arms in the fourteenth century derived from the fact that the longbow was a favored weapon among English yeomanry.

Since the end of the U.S.-Soviet Cold War, there has been growing discussion of the possibility that technological advances in the means of combat would produce ftmdamental changes in how future wars will be fought. A number of observers have suggested that the nature of war itself would be transformed. Some proponents of this view have gone so far as to predict that these changes would include great reductions in, if not the outright elimination of, the various impediments to timely and effective action in war for which the Prussian theorist and soldier Carl von Clausewitz (1780-1831) introduced the term "friction." Friction in war, of course, has a long historical lineage. It predates Clausewitz by centuries and has remained a stubbornly recurring factor in combat outcomes right down to the 1991 Gulf War. In looking to the future, a seminal question is whether Clausewitzian friction would succumb to the changes in leading-edge warfare that may lie ahead, or whether such impediments reflect more enduring aspects of war that technology can but marginally affect. It is this question that the present essay will examine.

This new study considers military space strategy within the context of the land and naval strategies of the past. Explaining why and how strategists note the similarities of space operations to those of the air and naval forces, this book shows why many such strategies unintentionally lead to overemphasizing the importance of space-based offensive weaponry and technology. Davis begin to redress this unfortunate state of affairs. In this volume they have assembled and translated Clausewitz's most important texts devoted to the analysis of asymmetric, unconventional, guerrilla, and small unit warfare, including Clausewitz's Lectures on Small War, held at the Prussian War Academy in 1810 and 1811. Augmenting our understanding of Clausewitz with his early writings on Small War leads to the conclusion that asymmetric warfare is not an historical development that can be termed pre- or post-Clausewitzian as many contemporary scholars of war and military strategy argue.
