A cost framework was developed for emission reductions measures which were identified in the draft Air Quality Management Plan for the Greater Vancouver Regional District. The framework is compiled in a spreadsheet format and organized according to the following source sectors and types: point and area sources (major stationary sources), and mobile sources (federal vehicle emission standards, Vehicle Inspection & Maintenance Program, transportation control measures, and other mobile control measures). Costs are attributed on the polluter-pay principle and assigned geographically to either the District or the eastern lower Fraser Valley. This report appendix discusses the framework methodology and summarizes the pollution control costs to implement the draft Plan's emission reduction measures. The bulk of the appendix consists of the spreadsheet files.

The first appendix in this document assesses damages due to air pollution in the lower Fraser River valley according to dose-response models. It presents results for health effects due to such pollutants as ozone, sulphur dioxide, nitrogen dioxide, ozone, particulates, and carbon monoxide. Attachments to the appendix present vegetation damage calculations and include a report describing the methodology and results of assessment of impacts of pollutants on crops and forests in the valley, focusing on the impacts of ozone. The second appendix presents baseline unit values applied to physical benefit measures calculated as part of the cost benefit analysis of the Greater Vancouver Regional District's Air Quality Management Plan. These measures relate to premature death, incidence of illness and disease, and damage to materials and crops. Benefits of reduced global warming and of improved visibility are also addressed.
