Over the last thirty years, even as China's economy has grown by leaps and bounds, the environmental quality of its urban centers has precipitously declined due to heavy industrial output and coal consumption. The country is currently the world's largest greenhouse-gas emitter and several of the most polluted cities in the world are in China. Yet, millions of people continue moving to its cities seeking opportunities. Blue Skies over Beijing investigates the ways that China's urban development impacts local and global environmental challenges. Focusing on day-to-day choices made by the nation's citizens, families, and government, Matthew Kahn and Siqi Zheng examine how Chinese urbanites are increasingly demanding cleaner living conditions and consider where China might be headed in terms of sustainable urban growth. Kahn and Zheng delve into life in China's cities from the personal perspectives of the rich, middle class, and poor, and how they cope with the stresses of pollution. Urban parents in China have a strong desire to protect their children from environmental risk, and calls for a better quality of life from the rising middle class places pressure on government officials to support greener policies. Using the historical evolution of American cities as a comparison, the authors predict that as China's economy moves away from heavy manufacturing toward cleaner sectors, many of China's cities should experience environmental progress in upcoming decades. Looking at pressing economic and environmental issues in urban China, Blue Skies over Beijing shows that a cleaner China will mean more social stability for the nation and the world.

As the dazzling economic and social changes in China have imposed substantial impact upon the quality of environmental governance, it is time to review the problems and progress in the politics of China's environmental protection. This book analyzes the factors in China's governance and political process that affect and restrain its capacity to handle the mounting environmental problems. It argues that solutions to China's ecological woes to a larger extent lie in the political and institutional changes rather than in engineering, technological and investment input. The book talks about new policies and reform measures in the green area taken by the government since 2007, arguing that some of them may be quite effective in the long run, as long as they alter institutional factors and the “growth-first” mindset that obstruct the green effort. The book also includes discussion of China's climate change policy not only because global warming has come under the limelight of the international community in recent years, but also because it offers a unique dimension to analyze the country's environmental diplomacy and domestic bureaucratic structure on emissions cutting and related energy issues. China is currently at the crossroads of further political and economic reform, and the intensified public attention to environmental pollution may help the Chinese Communist Party to decisively push forward the long-sluggish political reforms.

World Bank Technical Paper No. 373. Air pollution caused by motor vehicles is a major environmental problem in many Latin American urban centers. If appropriate measures are not taken soon, vehicular air pollution in the region is likely to worsen, posing a great threat to human health and welfare. This report analyzes the pollutants emitted by motor vehicles, their effects, and pollutant-control measures targeted at vehicles, fuels, and transport management. Case studies for Mexico City, Mexico, Santiago, Chile, Sao Paulo, Brazil, Belo Horizonte, Brazil, Buenos Aires, Argentina, Rio de Janeiro, Brazil, and Santafe de Bogota, Colombia, illustrate how these measures have been used in the region and how they can be strengthened. China is an integral actor in any movement that will stabilize the global climate at conditions suited to sustainable development for its own population and for people living around the world. Assessments of China’s climatic-system consequences, impact, and responsibilities need to take into account the strengths, weaknesses, and potential of subnational governments, non-governmental organizations, transnational non-state connections, and the urban populace in reducing greenhouse-gas emissions. A multitude of recent local initiatives that have engaged subnational China in actions that mitigate emissions can be enhanced by powerful framings that appeal to citizen concerns about air pollution and health conditions. China Confronts Climate Change offers the first fully comprehensive account of China’s response to climate change, based on engagement with the global climate governance literature and current debates over responsibility along with specific insights into the Chinese context. Responsible implementation of any overarching climate agreement depends on expanding China’s subnational contributions. To remain fully informed about GHG-emissions mitigation, China watchers and climate-change monitors need to pay close attention to bottom-up developments. The book provides a valuable contemporary resource for students, scholars, and policy leaders at all levels of governance who are concerned with climate change, environmental politics, and sustainable urban development.

When Deng Xiaoping introduced market reforms in the late 1970s, few would have imagined what the next four decades would bring. China's GDP has grown on average nearly 10 percent annually since, and its economy is now the second largest in the world. Forty years ago, the Flying Pigeon bicycle ruled the roads; today, China is the world's largest car market. And if forty years ago you looked out across the Huangpu River from the Bund in Shanghai, you would have seen farmland and a few warehouses and wharves; now you see the stunning, futuristic cityscape of Pudong. The material progress of the past forty years has been staggering -- a source of pride for the Chinese people, as well as a source of legitimacy for the ruling Chinese Communist Party. But that progress has come at great cost: the extreme pollution of China's air, water, and soil has taken a stark toll on human health. In Environmental Pollution in China: What Everyone Needs to Know®, Daniel K. Gardner examines the range of factors -- economic, social, political, and historical -- contributing to the degradation of China's environment. He also covers the public response to the widespread pollution; the measures the government is taking to clean up the environment; and the country's efforts to lessen its dependence on fossil fuels and develop clean sources of energy. Concise, accessible, and authoritative, this book serves as an ideal primer on one of the world's most challenging environmental crises.

A groundbreaking U.S.–Chinese inquiry into the effects of recent air pollution controls and prospective carbon taxes on China's economy and environment. China's carbon dioxide emissions now outstrip those of other countries and its domestic air quality is severely degraded, especially in urban areas. Its sheer size and its growing, fossil-fuel-powered economy mean that China's economic and environmental policy choices will have an outsized effect on the global environmental future. Over the last decade, China has pursued policies that target both fossil fuel use and atmospheric emissions, but these efforts have been substantially overwhelmed by the country's increasing energy demands. With a billion citizens still living on less than $4,000 per year, China's energy and environmental policies must be reconciled with the goals of maintaining economic growth and raising living standards. This book, a U.S.–Chinese collaboration of experts from Harvard and Tsinghua University, offers a groundbreaking integrated analysis of China's economy, emissions, air quality, public health, and agriculture. It first offers essential scientific context and accessible summaries of the book's policy findings; it then provides the underlying scientific and economic research. These studies suggest that China's recent sulfur controls achieved enormous environmental health benefits at unexpectedly low costs. They also indicate that judicious implementation of carbon taxes could reduce not only China's carbon emissions but also its air pollution more comprehensively than current single-pollutant policies, all at little cost to economic growth.

"It's impossible to understand the People's Republic of China under its contemporary circumstances without He Bochuan's CHINA ON THE EDGE - a remarkable analysis of the social, economical, technological, & environmental forces which will determine China's future in the next century."--Harrison Salisbury. "Futurist He Bochuan focuses on such issues as China's overpopulation, illiteracy, inefficiency, pollution, deforestation, & loss of natural habitat, problems not unlike those faced in parts of the U.S. & relevant to our concerns because, with China comprising one-quarter of the World's population, these problems have an important bearing on the world's health & well-being...Some readers will find Bochuan's view of progress in China rather bleak, & his crisp, straightforward presentation of cold, hard facts offputting. But one can't help but be impressed & well informed by the author's thoroughgoing chronicle of issues that touch on all our lives."--Mary Banas-Booklist. "He marshalls a plenitude of charts, graphs, maps, & statistics to document his findings. But his tone is not that of the dry objective-sounding scientist; He is, in fact, furious. We can only hope that He Bochuan's book will arouse world opinion..."--The Progressive.

Former President Bill Clinton referred to the relationship with China as one that, " ... will in large measure help to determine whether the new century is one of security, peace, and prosperity for the American people." The Clinton administration further defined environmental threats as posing threats to US security and well being, as stated in the opening quote. China has focused significant effort on economic development to improve its position as a player in the international community and to deal with its growing population. A major downside to economic development has been the resultant damage caused to the environment. China is plagued by a number of severe environmental problems, specifically air and water pollution, that adversely affect the quality of living of its population, that impact the environments and economies of regional neighbors, and that have the potential to cause global environmental and economic degradation. Should the US be concerned about the environmental plight of China, a country thousands of miles from the United States? Does China s internal environmental situation have an impact on US national interests, security, and prosperity? These are questions the Bush administration must consider in defining its policy towards China. This paper will highlight China's primary environmental problems, the impact on regional neighbors and the international community, China's environmental protection program, and US environmental diplomacy toward China.
