Information & communication technology (ICT) and the automotive sector are two of the most important industries in the EU and the US. The EU’s eastern expansion and economic globalization have reinforced competition on the one hand; on the other hand the importance of outsourcing and off-shoring has increased. Against this background the intensification of innovation dynamics becomes crucial – and with them the role of regional innovation clusters. The analysis examines seven regions and six EU countries. The focus is on cluster and network dynamics in both industries, as regional ICT clusters are playing an increasingly central role in many European regions. Specialization and structural change in the automotive sector are highlighted, and new strategic approaches for multinational companies and changes in policy options are identified.

For any type of transportation system, traffic safety is a global concerned issue that attracts the most attentions. Within the U.S only, millions of crashes happen every year, leaving tons of deaths and tremendous economic losses. Therefore, considerable efforts from research institutes, governments, and industry have been undertaken to reduce or even eliminate traffic accidents. Intelligent Transportation System (ITS) has been developed to enhance traffic safety by using Vehicle-to-Vehicle (V2V) or Vehicle-to-Roadside (V2R) communications. ITS allows a vehicles that equipped with wireless communication devices to exchange information with its neighbors or roadside data centers. That is to say, vehicles are no longer isolated, but can make up Vehicular Ad Hoc Networks (VANETs), a special form of Mobile Ad Hoc Networks (MANETs), which allow inter-vehicle communications. VANETs make "smart vehicle", which is able to avoid traffic accident spontaneously, become possible. However, numbers of challenges are faced by researchers to make the VANET efficient and feasible enough in the real-world circumstance. One of the primary challenges of current VANETs study is to achieve real-time information exchange among vehicles for enhancing traffic safety. To achieve this goal, information dissemination requires timely and lossless wireless medium access, which brings new difficulties to the design of MAC (Medium Access Control) protocols. In this thesis, we propose a clustering-based multi-channel V2V communication system to provide traffic accident avoidance mechanism. In the proposed system, vehicles are self-organized into different clusters, and the traditional single common medium in a MANET has been divided into multiple control channels and a single data channel. Since a GPS (Global Positioning System) is easy to equip into a vehicle and provide synchronized standard time, infrastructure-based TDMA/CDMA (Time Division Multiple Access/Code Division Multiple Access) technique is adopted for intra-cluster and inter-cluster data communications. For the control channels, a contention-based IEEE 802.11 MAC protocol is utilized to coordinate the medium access in a fully distributed manner. A novel TDMA/CDMA hybrid MAC protocol is designed for the data channel to achieve low transmission delay. Another contribution of this research work is the systematic study of the highway traffic model. To the best of our knowledge, most V2V communication systems proposed so far were built on an extremely simple highway model, which means not feasible in the real world. However, the highway traffic model designed in this research work is based on the real-world environment, whose vehicles are allowed to performance real driving behaviors. This advanced highway traffic model makes our proposed V2V communication system can be used in any type of road condition. A sophisticated event-driven simulator has been developed by C++ language. The system is evaluated by extensive simulations. The simulation results show that the proposed system can provide better performance for safety supporting than most existing schemes.

The primary goal of this thesis is to implement peer to peer technology in vehicular communication. The emerging concept of Vehicular Communication including road side infrastructure is a promising solution to avoid accidents and providing live traffic data. There is a high demand for the technologies which ensure low latency communication. Modern vehicles equipped with computing, communication and storage and sensing capabilities eased the transmission of data. To achieve deterministic bounds on data delivery, ability to be established anywhere quickly, and efficiency of data query we have chosen to implement a structured peer to peer overlay model in a cluster of vehicles. The vehicles in the cluster exchange information with the cluster head. The cluster head acts as a leader of the cluster, it fetches the data from the Road-side unit and other cluster heads. We have implemented Pyramid Tree Model in structured peer to peer models. A pyramid tree is group of clusters organized in a structured format with the data links between the clusters. The core concepts behind the pyramid tree model is clustering the nodes based on interest.

Due to the quick advancement of science and technology, the services sector which has a high content of knowledge and technology has experienced globally expeditious development in the past decade. Development in general and the growth of Knowledge Intensive Business Services (KIBS) such as Information and Communication Technology services (ICT services) in particular are at the core of the major trends that are restructuring the economic landscape of not only German but also Chinese economies. In Germany, in the new era of service economy, more emphases are put on KIBS instead of the traditional giant clusters of steel manufacturing and auto manufacturing. Especially in Bavaria, high technology clusters are prospering. The ICT services in Bavaria accounts for 40% of all software companies in Germany. A lot of ICT services clusters can be found, including IT Speicher, FIWM, BICC-NET, etc. Similar cases can be found in Shanghai, where a number of government driving as well as market pulling ICT services cluster are also coming into being. Previous empirical evidence shows an asymmetric bipolarity in the location behavior of KIBS. There is a general predominance of low concentration due to equal diffusion of these services in many regions, and a high concentration in some regions located at the top of the spatial hierarchy, particularly capital cities. The current exploratory research, drawing upon cluster theory and network theory, aims at discovering the cluster features both from the perspective of the company executives in the cluster. Using the data collected through interviews and questionnaire surveys from company managers, incorporated with current theoretical framework and, through integration and analysis, important features of the cluster such as network mechanism are calculated both in Bavaria and Shanghai. We check the supply side as well as the demand side of the reasons why clusters are formulated in the first place, and they both have a positive effect on the network mechanism of the cluster. The network mechanism has a positive effect on innovation performance of the ICT service companies. The reasons are also discussed. Suggestions are provided for policy making about the KIBS cluster forming for both regions and the cooperation in these fields, especially in terms of service outsourcing relationship. Valuable implications for deciding the location for a KIBS company on the firm level are also provided.
