The concept of "substantial differences" - far from being a dry, technical topic for a book on higher education policy - goes to the heart of how society views qualifications and education and is the key concept of the Council of Europe/UNESCO Convention on the Recognition of Qualifications concerning Higher Education in the European Region, better known as the Lisbon Recognition Convention. What do learners know and understand and what are they able to do on the basis of their qualifications? How can this be expressed and described, and how can learners carry their qualifications across borders without leaving part of their real value behind? In discussions on substantial differences, the technical meets the philosophical, the administrative meets the political. Decisions on recognition, made in considering whether a difference is substantial, have a direct influence on applicants' future study and employment opportunities, but also reveal how those who make the decisions view themselves, their education system and their societies.

The impressive achievements of such "Gesamthochschulen" are examined, as are the attendant difficulties which militate against comprehensivisation in Germany today

This report charts the recent development of the non-university sector of higher education in some OECD (Organisation for Economic Cooperation and Development) countries. It shows that during the 1980s this sector most often succeeded in enhancing its standing and recognition among students, employers, and the academic world alike. Its progress in the 1990s will depend on how it meets the challenge of greater competition from the universities on the one side, and the growing postsecondary "third" sector--market oriented and often private--on the other. The countries surveyed are: Austria, Canada, France, Germany, Japan, the Netherlands, New Zealand, Norway, the United Kingdom, and the United States. Part 1 of this volume reviews and discusses recent trends and developments in the non-university sector, its main current features and the reasons behind its success under prevailing socio-economic conditions. Part 2 gives a substantial summary of the findings and conclusions of the general report and draws their implications for policy. Contains a 45-item bibliography. (GLR)

Explaining Technical Change In A Small Country written by Synnöve Vuori and has been published by Springer Science & Business Media this book supported file pdf, txt, epub, kindle and other format this book has been release on 2013-11-21 with Science categories.

Technical change is produced by the interaction of a large number of technical, economic, social and institutional factors. One of the starting points is the concept of national innovation systems. The aim of this book is to take Finland as an example illustrating the challenges faced by small countries. The characteristics and performance of the Finnish national innovation system of the last couple of decades are analyzed. The Finnish experience is put in a broader context by comparing it with a few other countries. The development paths possible in the near future are assessed. According to the results, many problems remain despite favourable developments in several technology indicators. The rigidities of the social institutions created during the 1970s and 1980s seem to have become obstacles for economic and technological development. There are fairly large differences between the countries studied, and even between the culturally and historically close Nordic countries. However,Finland and Sweden seem to share the same kind of encompassing collective risk-sharing systems, which may have detrimental effects on, for instance, incentives related to innovativeness. Increasing globalisation requires further development of the national system of innovation. Technology policy must be seen as one part of more encompassing social and economic policies, and the role of factors such as well-functioning institutions, appropriate education and sound incentive systems is highly important. The papers of this book are written by experts of various research disciplines. They reflect the respective views on the issue how technical change in Finland can be explained. It is also discussed how Finland fares in comparison to Denmark, Sweden, Japan and the United States.
