Diese Studie ist kurz vor der Klimakonferenz 2009 der Vereinten Nationen in Kopenhagen/Dänemark entstanden. Nach den ersten beiden Zuteilungsperioden (2005-2007 und 2008-2012) des europäischen CO2-Emissionshandelssystems und dem Auslaufen des Kyoto-Protokolls Ende 2012 wird es ab 2013 deutlich verschärfte Regelungen und Mechanismen für die betroffenen Wirtschaftsbereiche geben, unabhängig davon, ob es ein globales Nachfolgeabkommen des Kyoto-Protokolls geben wird oder nicht. Denn die EU hat sich weiterhin einem verstärkten Kampf gegen die Klimaerwärmung verschrieben. Ziel dieser Studie ist es, einen umfassenden Überblick der aus dem Emissionshandel resultierenden Auswirkungen auf die betroffenen Wirtschaftsbereiche in Deutschland zu geben. Nach der Darstellung der Hintergründe werden Möglichkeiten aufgezeigt, wie sich die Unternehmen auf die zukünftigen Herausforderungen des CO2-Emissionshandels einstellen können, um weiterhin wettbewerbsfähig bleiben zu können. Dazu werden zunächst die ökonomischen Prinzipien der verschiedenen umweltpolitischen Instrumente vorgestellt. Anschließend folgt die Darstellung des zur Einführung des Emissionshandelssystems notwendigen rechtlichen Rahmens, angefangen mit dem internationalen Kyoto-Protokoll über die europäische Richtlinie bis hin zur Umsetzung im deutschen Recht. Die praktische Anwendung dieser theoretischen Hintergründe wird daraufhin erläutert. Nachdem zunächst die prinzipielle Funktionsweise des CO2-Emissionshandels aufgezeigt wird, erfolgt anschließend eine Darstellung der betroffenen Parteien und ihrer Aufgaben. Zusätzlich wird das Emissionshandelsregister erklärt, durch das der eigentliche Handel mit CO2-Zertifikaten erst ermöglicht wird. Auf Grundlage der theoretischen und praktischen Vorarbeiten werden die Auswirkungen des CO2-Emissionshandels auf die teilnehmenden Unternehmen analysiert und mögliche Anpassungen aufgezeigt. Dabei erfolgt eine Unterteilung zwischen der Energiewirtschaft und der Industrie. Der Fokus bei den Energieversorgungsunternehmen liegt auf der vom Emissionshandel beeinflussten Strompreisgestaltung sowie den Anpassungsmöglichkeiten ihres Kraftwerkparks. Für die Industrieunternehmen wird insbesondere auf die Kosten- und globalen Wettbewerbsrisiken aufgrund steigender Kosten durch den Emissionshandel eingegangen. Abschließend werden die Ergebnisse einer vom Bundeswirtschaftsministerium beauftragten Studie dargestellt, die die Auswirkungen des Emissionshandels über die betroffenen Sektoren hinaus auf die Gesamtwirtschaft Deutschlands nach 2013 aufzeigen.

An important aim behind the restructuring of Germany’s and Europe’s electricity systems is to reduce the environmental burden, especially with respect to greenhouse gas emissions, of the current systems. Emissions must be brought down to a level that is sustainable in the long run and consistent with greenhouse gas emission reduction goals. Meeting these goals will require a system (as best as current knowledge suggests) that will be able to cope simultaneously with the fundamental demands for economic efficiency, environmental sustainability and supply security. Making use of existing scenarios, this study sketches such a system. It focuses in particular on auxiliary systems such as energy storage methods and network extensions. The study introduces technologies that can balance electricity in energy systems and that can serve as enabling technologies for the integration of large quantities of renewable energies in the power supply system. It begins with a discussion of normative aims for the future electricity system before continuing with a description of current policies and political developments and an overview of relevant existing energy system studies. These sections serve as background for the remainder of the study. They are followed by discussion and analysis of the growing demand for means to balance the fluctuations found in electricity generated in power systems with a high penetration of renewable energies, the potentials of diverse technologies, requirements for electrical networks, economic impacts and important legal issues. Finally, the main challenges to the achievement of developing balancing technologies and processes for renewable electricity-dominant systems are summarised and recommendations made.
