"For too long Africa has been the dark continent in the history of American foreign relations. Recent debate over the importance of human rights, however, has focused attention on that continent. Thomas Noer's study of U.S. policy toward the regimes of South Africa, Rhodesia, and Angola is among the first to explore the African angle in American diplomacy. It is also the first work to analyze the influence of the American civil rights and black power movements on foreign relations. Based on extensive research in recently declassified materials, Cold War and Black Liberation documents the intense debates and diplomatic dilemmas arising in 1948 with the triumph of South Africa's Nationalist party and its ensuing policy of apartheid. In the context of the emerging civil rights movement in the United States, Noer then details America's response to the international problem of white rule on a black continent, concluding his study with an epilogue that carries the narrative into the 1980s. Noer's study also illustrates the basic conflict in American diplomacy between traditional commitments to majority rule and human rights and more immediate (and often prevailing) strategic, economic , and political interests. Cold War Liberation examines the African revolutionaries who led armed struggles in three Portuguese colonies—Angola, Mozambique, and Guinea-Bissau—and their liaisons in Moscow, Prague, East Berlin, and Sofia. By reconstructing a multidimensional story that focuses on both the impact of the Soviet Union on the end of the Portuguese Empire in Africa and the effect of the anticolonial struggles on the Soviet Union, Natalia Telepneva bridges the gap between the narratives of individual anticolonial movements and those of superpower rivalry in sub-Saharan Africa during the Cold War. Drawing on newly available archival sources from Russia and Eastern Europe and interviews with key participants, Telepneva emphasizes the agency of African liberation leaders who enlisted the superpower into their movements via their relationships with middle-ranking members of the Soviet bureaucracy. These administrators had considerable scope to shape policies in the Portuguese colonies which in turn increased the Soviet commitment to decolonization in the wider region. An innovative reinterpretation of the relationships forged between African revolutionaries and the countries of the Warsaw Pact, Cold War Liberation is a bold addition to debates about policy-making in the Global South during the Cold War. In the global context of the Cold War, the relationship between liberation movements and Eastern European states obviously changed and transformed. Similarly, forms of (material) aid and (ideological) encouragement underwent changes over time. The articles assembled in this volume argue that the traditional Cold War geography of bi-polar competition with the United States is not sufficient to fully grasp these transformations. The question of which side of the ideological divide was more successful (or lucky) in impacting actors and societies in the global south is still relevant, yet the Cold War perspective falls short in unfolding the complex geographies of connections and the multipolarity of actions and transactions that exists until today. Acknowledging the complexities of liberation movements in globalization processes, the papers thus argue that activities need to be understood in their local context, including personal agendas and internal conflicts, rather than relying primarily on the traditional frame of Cold War competition. They point to the agency of individual activists in both "Africa" and "Eastern Europe" and the lessons, practices and languages that were derived from their often contradictory encounters. In Southern African Liberation Movements, authors from South Africa, Portugal, Austria and Germany ask: What role did actors in both Southern Africa and Eastern Europe play? What can we learn by looking at biographies in a time of increasing racial and international conflict? And which "creative solutions" need to be found, to combine efforts of actors from various ideological camps? Building on archival sources from various regions in different languages, case studies presented in the edition try to encounter the lack of a coherent state of the art. They aim at combining the sometimes scarce sources with qualitative interviews to give answers to the many open questions regarding Southern African liberation movements and their connections to the "East".

From the late 1960s to the mid-1980s, in the midst of the Cold War and second-wave feminism, the RCMP security service – prompted by fears of left-wing and communist subversion – monitored and infiltrated the women’s liberation movement in Canada and Quebec. Just Watch Us investigates why and how this movement was targeted, weighing carefully the presumed threat its left-wing ties presented to the Canadian government against the defiant challenge its campaign for gender equality posed to Canadian society. Based on a close reading of thousands of pages of RCMP documents declassified under Canada’s Access to Information Act and the corresponding Privacy Act, Just Watch Us demonstrates that the security service’s longstanding anti-Communist focus distorted its threat assessment of feminist organizing. Combining gender analysis and critical approaches to state surveillance, Christabelle Sethna and Steve Hewitt consider the machinations of the RCMP, including its bureaucratic evolution, intelligence-gathering operations, and impact, as well as the evolution of the women’s liberation movement from its broad transnational influences to its elusive quest for unity among women across lines of ideology and identity.
