This book is designed to help college/university faculty and academic administrators become more constructive and knowledgeable participants in the budgetary process. Chapter 1 introduces budgets and the budgetary process, with an explanation of the importance of budgeting in policy making, Chapter 2 discusses economic and political contexts of budgeting and describes the framework for the budgetary process both on and off campus. It addresses the importance of enrollments as a major factor in resource issues, sources of funds, how state and local governments differ with respect to wealth and willingness to tax wealth, and other issues. Chapter 3 identifies factors that distinguish the budgetary process of one institution from that of another, focusing on capital budgets and operating budgets, budget cycles, participants in budgeting, and chronology of budgetary processes. Chapter 4 describes how participants influence the operating and capital budgetary processes. It discusses the need for flexibility, the relationship between risk and budgets, and how changes in institutional character can influence the budgetary process. Chapter 5 discusses budgetary planning for reallocation and retrenchment, emphasizing that the least disruptive strategies are those that are implemented in anticipation of fiscal stringency rather than in the midst of a financial crisis. An appendix describes several approaches to budgeting, such as zero base budgeting and performance budgeting. (Each chapter contains references.) (JDD)

Budgets And Budgeting For College And University Department Chairs written by Nathan Dickmeyer and has been published by this book supported file pdf, txt, epub, kindle and other format this book has been release on 2013-04-09 with Education categories.

This book will assist a new department chair in understanding the terminology of budgeting and financial statements. This book explains practices and cycles that remain constant regardless of a university's particular budgeting methodology. This book will also, most importantly, explain much of the "why" of budgeting. It will certainly cover the "how" of budgeting, but not at the perfectly detailed level which is unique to each institution. This book begins with an overview of the university budget process, shifts to understanding and creating departmental budgets and moves to grant budgets. Then the book gives context to departmental budgets by situating them within university budgets and university financial statements. The book explains not only how to build departmental and grant budgets, but how to be successful with your budget requests and how to make an impact as you serve on a university budget or finance committee. Through the budget process a department chair brings resources to his or her department. A chair's ability to gather and control these resources depends on the chair's ability to maneuver within the budgeting system. While having popular majors, over-subscribed courses and brilliant faculty certainly contribute to departmental success, not all university systems are without perversity. Unless a chair knows his or her way through systems like budgeting, strong departmental attributes do not necessarily lead to financial reward. This book provides a roadmap through the budgeting system maze. A new department chair needs an insider's guide and, after a career of managing budgets and designing budgeting systems, I will open up and display these systems in order that you may successfully find your way to departmental prosperity.

This volume is designed to help senior student affairs officers navigate through uncertain economic times. After a broad review of budget models and the leadership potential of the senior officer, we look at the role of student affairs officers in difficult budgeting decisions from several perspectives--from small, private colleges to the experiences of twelve senior student affairs officers at public universities. One chapter describes general revenue-generating and cost-saving strategies that student affairs divisions may consider during cutbacks; another focuses on key aspects of developing a comprehensive communication strategy: a third presents a case study of a single institution through the eyes of the vice president for student affairs. This volume ends with a summary survey of the authors' observations, conclusions, and advice. This is the 129th volume of the Jossey-Bass higher education quarterly report series New Directions for Student Services. An indispensable resource for vice presidents of student affairs, deans of students, student counselors, and other student services professionals, New Directions for Student Services offers guidelines and programs for aiding students in their total development: emotional, social, physical, and intellectual.
