"Colombia's Afro-descendant rural communities have specific collective rights to land, but face multiple challenges in exercising them, particularly due to ongoing violence by armed and criminal groups. This report ... focuses on the Afro-descendant community in Alto Mira y Frontera, in the southern Colombian state of Nariño. It specifically documents how continuing violence, fear, and continuing forced displacement in rural area have negatively impacted community members' ability to access and benefit from already titled collective land, disrupting livelihoods and deepening poverty. These difficulties are compounded by slow restitution procedures for displaced individuals and communities, leaving survivors in limbo while they wait to return to their land. Afro-descendant women face even greater challenges in exercising land rights due to traditional gender norms and the ongoing threat of violence against community leaders, which have prevented women from getting involved in council boards and meaningfully participating in their land's management."--Page 4 of cover.
