How should failed states in Africa be understood? Catherine Scott here critically engages with the concept of state failure and provides an historical reinterpretation. She shows that, although the concept emerged in the context of the post-Cold War new world order, the phenomenon has been attendant throughout (and even before) the development of the Westphalian state system. Contemporary failed states, however, differ from their historical counterparts in one fundamental respect: they fail within their existing borders and continue to be recognised as something that they are not. This peculiarity derives from international norms instituted in the era of decolonisation, which resulted in the inviolability of state borders and the supposed universality of statehood. Scott argues that contemporary failed states are, in fact, failed post-colonies. Thus understood, state failure is less the failure of existing states and more the failed rooting and institutionalisation of imported and reified models of Western statehood. Drawing on insights from the histories of Uganda and Burundi, from pre-colonial polity formation to the present day, she explores why and how there have been failures to create effective and legitimate national states within the bounds of inherited colonial jurisdictions on much of the African continent.

Millions of Africans, Asians, and other peoples were the subjects of colonial rule by overseas empires through the mid-twentieth century. By the end of the century, however, nearly all of these peoples had become citizens of independent nation-states. The United Nations grew from 51 member states at its founding in 1945 to 193 today. Its nearly four-fold increase is one measure of the historic shift in international relations that has occurred over the past half-century. Decolonization is the term commonly used to refer to this transition from a world of colonial empires to a world of nation-states in the years after World War II. Both ex-imperial states and post-colonial regimes have promoted a selective and sanitized version of decolonization that casts their own conduct in a positive light, characterizing the process as negotiated and the outcome as inevitable. This book draws on recent scholarship to challenge that view, demonstrating that considerable violence and instability accompanied the end of empire and that the outcome was often up for grabs. This book highlights three themes. The first is that global war between empires precipitated decolonization, creating the economic and political crises that gave colonial subjects the opportunity to seek independence. The second theme is that nation-state was not the only option pursued by anti-colonial activists. Many of them sought pan- and trans-national polities instead, but a combination of international and institutional pressures made the nation-state the standard template. The third theme is that the struggle to escape imperial subjugation and create nation-states generated widespread violence and produced huge refugee populations, leading to political problems that persist to the present day. By focusing on these crucial points, Dane Kennedy reminds us how the tumultuous, even tragic, changes caused by the decolonization profoundly shaped the world we live in.

This history of the political economy of Kenya is the first full length study of the development of the colonial state in Africa. Professor Berman argues that the colonial state was shaped by the contradictions between maintaining effective political control with limited coercive force and ensuring the profitable articulation of metropolitan and settler capitalism with African societies. This dialectic of domination resulted in both the uneven transformation of indigenous societies and in the reconstruction of administrative control in the inter-war period. The study traces the evolution of the colonial state from its skeletal beginnings in the 1890s to the complex bureaucracy of the post-1945 era which managed the growing integration of the colony with international capital. These contradictions led to the political crisis of the Mau Mau emergency in 1952 and to the undermining of the colonial state. The book is based on extensive primary sources including numerous interviews with Kenyan and British participants. The analysis moves from the micro-level of the relationship of the District Commissioners and the African population to the macro-level of the state and the political economy of colonialism. Professor Berman uses the case of Kenya to make a sophisticated contribution to the theory of the state and to the understanding of the dynamics of the development of modern African political and economic institutions.
