"When the army comes out, it is to kill."—Augusto Pinochet Following his bloody September 1973 coup d'état that overthrew President Salvador Allende, Augusto Pinochet, commander-in-chief of the Chilean Armed Forces and National Police, became head of a military junta that would rule Chile for the next seventeen years. The violent repression used by the Pinochet regime to maintain power and transform the country's political profile and economic system has received less attention than the Argentine military dictatorship, even though the Pinochet regime endured twice as long. In this primary study of Chile Under Pinochet, Mark Ensalaco maintains that Pinochet was complicit in the "enforced disappearance" of thousands of Chileans and an unknown number of foreign nationals. Ensalaco spent five years in Chile investigating the impact of Pinochet's rule and interviewing members of the truth commission created to investigate the human rights violations under Pinochet. The political objective of human rights organizations, Ensalaco contends, is to bring sufficient pressure to bear on violent regimes to induce them to end policies of repression. However, these efforts are severely limited by the disparities of power between human rights organizations and regimes intent on ruthlessly eliminating dissent.

Constitutionalism And Dictatorship written by Robert Barros and has been published by Cambridge University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2002-07-04 with Political Science categories.

It is widely believed that autocratic regimes cannot limit their power through institutions of their own making. This book presents a surprising challenge to this view. It demonstrates that the Chilean armed forces were constrained by institutions of their own design. Based on extensive documentation of military decision-making, much of it long classified and unavailable, this book reconstructs the politics of institutions within the recent Chilean dictatorship (1973–1990). It examines the structuring of institutions at the apex of the military junta, the relationship of military rule with the prior constitution, the intra-military conflicts that led to the promulgation of the 1980 constitution, the logic of institutions contained in the new constitution, and how the constitution constrained the military junta after it went into force in 1981. This provocative account reveals the standard account of the dictatorship as a personalist regime with power concentrated in Pinochet to be grossly inaccurate.

Interviews with active-duty and retired military officers in Ecuador and Peru shed light on the evolution of Andean civil-military relations, with implications for democratization. Military Politics and Democracy in the Andes challenges conventional theories regarding military behavior in post-transition democracies. Through a deeply researched comparative analysis of the Ecuadorian and Peruvian armies, Maiah Jaskoski argues that militaries are concerned more with the predictability of their missions than with sovereignty objectives set by democratically elected leaders. Jaskoski gathers data from interviews with public officials, private sector representatives, journalists, and more than 160 Peruvian and Ecuadorian officers from all branches of the military. The results are surprising. Ecuador’s army, for example, fearing the uncertainty of border defense against insurgent encroachment in the north, neglected this duty, thereby sacrificing the state’s security goals, acting against government orders, and challenging democratic consolidation. Instead of defending the border, the army has opted to carry out policing functions within Ecuador, such as combating the drug trade. Additionally, by ignoring its duty to defend sovereignty, the army is available to contract out its policing services to paying, private companies that, relative to the public, benefit disproportionately from army security. Jaskoski also looks briefly at this theory's implications for military responsiveness to government orders in democratic Bolivia, Colombia, and Venezuela, and in newly formed democracies more broadly.

This book analyzes state terror documentation as a form of peaceful resistance to oppressive regimes through substantial research in human rights archives that registered violations perpetrated by Augusto Pinochet’s dictatorship in Chile. The contributors provide in-depth analysis on state violence documentation, denunciation and resistance and how it affected civilians, activists and victims. Additionally, the project introduces research in transitional contexts (post-dictatorship, post-apartheid and post-colonialism) showing the role of documentation practices in achieving truth, reparation and justice. This work will be relevant to academics, students and researchers in the fields of political science, political history, Latin American and memory studies.

Shantytown Protest In Pinochet S Chile written by Cathy Schneider and has been published by Temple University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 1995-05-08 with History categories.

In 1973 armed forces launched a violent attack against the Chilean presidential palace and Santiago's slums and shantytowns. For ten years, only the Catholic Church was able to defy the military regime. Then, in 1983, students, workers, and shantytown residents stormed the streets demanding the resignation of Augusto Pinochet. The protests raged for three years and, in 1989, democratic elections were held. The following year a new civilian government took office.Cathy Lisa Schneider examines this democratic transition from the bottom up, looking at the struggles of poor people to create and sustain organized resistance, to risk their lives to fight tyranny. Both an oral history based on over a hundred interviews collected in shantytowns and a comparative sociological study that explores political differences among different shantytowns in Santiago, this book analyzes the context in which the urban poor make choices about their lives, and the political histories that shape their vision. Author note: Cathy Lisa Schneider is Assistant Professor at the School for International Studies at American University.
