La aprobación de esta norma constituye un hito en la historia de nuestra legislación de la función pública ya que desarrolla -tras varios intentos fallidos y años de espera- las previsiones constitucionales al respecto. De esta forma, el libro resulta de la mayor utilidad no sólo para quienes desean estudiar y comprender el contenido del Estatuto Básico, sino también para quienes tienen la responsabilidad de complementarlo con nuevas normas y de aplicarlo en el ámbito administrativo o judicial.
