Climate change is altering the physical environment that people rely on for everyday life. When environmental change threatens the survival of large groups of people, governments must respond to prevent conflict and maintain stability. How does this threat translate into opportunities for adversaries to gain influence and weaken US power? The Syrian Civil War offers a sobering case study translating climate change induced drought into internal conflict, and ultimately into an arena of great power competition. Complexity is the key to linking the Syrian causal chain of climate-people-conflict-strategic competition, and provides insights to future threats. Unexpected environmental changes destabilize societies in fragile states, opening the door to outside intervention. If adversaries such as Russia or China take the open door the United States stands to lose influence. Climate change is a real, multi-faceted threat that cannot simply be stopped in the near-term. Syria is just one glaring example of the threat, as numerous scenarios are manifesting now, and dozens more will appear unexpectedly. Planning for climate change scenarios is essential to maintaining US strategic advantage in the competitive world. The primary method to achieving this is partnering with all at-risk nations, while also focusing military planners on likely climate scenarios. (Morgan, Jeffrey T). The School of Advanced Military Studies (SAMS) is one of the parts of the U.S. Army Command and General Staff College (CGSC). Most SAMS students complete the regular CGSC course, then stay for a second academic year. They write either one or two monographs (depending on the requirement at the time) and are awarded a Master of Military Art and Science (MMAS) graduate degree. Most go on to planning jobs in field units. This collection contains all the publicly releasable monographs produced since the program began in 1986. SAMS monographs typically address historical events, current operational issues, or new organizational concepts.

DoD's Geographic Combatant Commands (GCCs) have the imperative to assess their Theater Campaign Plans in response to DoD's recent 2014 Climate Change Adaptation Roadmap. As a "case-study" relevant to all GCCs this paper analyzes the risks and opportunities facing U.S. Southern Command (SOUTHCOM) in reviewing climate change impacts primarily in the Caribbean region of its Area of Operations. In coordination with and sometimes in support of Department of State and the U.S. Agency for International Development's climate change actions, SOUTHCOM has the opportunity to bolster both its "humanitarian assistance/disaster relief" and "partner nation of choice" end-state objectives. SOUTHCOM and its interagency partners can employ leader engagements, technical support and various funding mechanisms to assist select partner nations in improving their climate change resiliency.

Strategic communication has historically been cited as a weakness in U.S. military operations, both at the operational and strategic levels. Numerous studies have highlighted problems with U.S. abilities to promote a coherent message and influence the environment to be favorable to its strategic interests. Failures are easy to identify. The effects of poor communication can manifest themselves quickly; however, what about successes? Rarely are they discussed, perhaps because it is difficult to know when a campaign achieved enough of the desired effects such that leaders can claim success. In this book, Dr. Thomas Galvin suggests two more reasons-that contemporary metaphors or measures of success are flawed, and campaigns can only be studied longitudinally. This monograph elucidates lessons of trust learned through the study of historical command relationships between soldier and airman. The purpose of this monograph is to highlight the need to apply the lessons learned from these case studies in today's operating environment. To accomplish this purpose, the work examines three historical case studies: Generals Bradley and Quesada in WWII, Generals Schwarzkopf and Horner in Operation Desert Storm, and Generals Clark and Short in Operation Allied Force. By illustrating differing airpower conceptualizations in these case studies, this monograph examines efforts to establish solid relationships built on trust and competence needed to overcome these conceptual differences to accomplish the mission. Beginning with a review of early airpower theory and concepts, the first case study examines both sides of competing airpower concepts as well as the individual officers' thoughts on the employment of airpower. The chapter then highlights the existing command structure these officers operated within, specifically noting the command arrangements in place and where each officer stood in this chain of command in relation to his counterpart. The second case study begins with a brief glimpse into the importance and evolution of AirLand Battle doctrine, focusing on its impact on airpower conceptualization. The chapter then examines the trust General Schwarzkopf had for General Horner, and how Horner fostered that trust through competence. The last relationship examined is an example of a lack of trust between airman and soldier, and the impact it had on future airpower conceptualization. The final chapter begins by identifying the contextual differences in today's operating environment and then highlights command and control nodes where the airman and soldier interact. The monograph then elucidates conclusions drawn from studying the selected command relationships. The conclusions focus on the contextual commonalities and differences within the study, and clearly demonstrate the need for trust based on competence in today's operating environment. By showing shortcomings in airpower expertise available to the decision maker and highlighting where airmen and soldiers interact, opportunities to apply the lessons learned become clear. This monograph concludes by showing that command and control structures that foster trust through competence can bridge the gap created by conceptual differences in airpower application. Command structures that bring airpower expertise to the supported commander allow for a synergistic application of the tools at the disposal of the commander.

More so than any other operation, the Campaign to seize Okinawa in the closing days of World War II represents the greatest joint effort undertaken by the US Military. From its organization to the way it fought, Tenth Army incorporated every element of the service to a degree never before attempted and never since replicated. This study analyzes the Okinawa Campaign, Operation ICEBERG, using the operational operating systems as a framework for assessing how well the Tenth Army conducted the campaign and for determining what lessons are applicable to joint operations at the field army level. This study first traces the historical background of field armies in the twentieth century and shows that every major conflict has included combat operations at this level. It then outlines the operational operating systems as defined in TRADOC Pamphlet 11-9. Before actually analyzing the campaign, the study provides a battle summary of the Okinawa Campaign which provides the basis for analysis. The study then looks at the campaign through each of the six operational operating systems to determine how Tenth Army planned for the operation, how well it performed, and what lessons can be extracted and applied to today’s joint operational requirements. Although Okinawa was the largest joint operation of the war, it was not the largest planned joint operation. Operation DOWNFALL, the campaign to seize the Japanese islands, was the largest planned. So Okinawa was really a test of how joint operations at the large unit level could be conducted. Although the war ended prior to the invasion of Japan, the lessons the US Military learned in executing ICEBERG are still relevant and still provide insight into how joint operations should be conducted at the field army level.
