This book unveils a potent new approach to one of the oldest debates in political economy--that over whether class conflict or group competition is more prevalent in politics. It goes further than any study to date by outlining the conditions under which one type of political conflict is more likely than the other. Michael Hiscox focuses on a critical issue affecting support for and opposition to free trade--factor mobility, or the ability of those who own a factor of production (land, labor, or capital) to move it from one industry to another. He argues that the types of political coalitions that form in trade politics depend largely on the extent to which factors are mobile between industries. Class coalitions are more likely where factor mobility is high, Hiscox demonstrates, whereas narrow, industry-based coalitions predominate where it is low. The book also breaks new ground by backing up the theory it advances with systematic evidence from the history of trade politics in six nations over the last two centuries, using a combination of case studies and quantitative analysis. It makes fresh conclusions about the forces shaping trade policy outcomes--conclusions that yield surprising insights into the likely evolution of the global trading system and U.S. trade policy in particular. Global value chains (GVCs) have connected firms in complex networks within and across national borders. However, political economy models often assume away production linkages and thus fail to explain pervasive and diverse trade coalitions cutting across industries and firms. I develop a GVC-centered framework where production linkages through the common foreign partner foster interdependent preferences and collective action for trade liberalization. For empirical tests, I compile firm-to-firm supply chain datasets, construct direct measures, and estimate various network models. I find that US firms with GVC linkages tend to lobby together, lobby on the same bill, and hire the same lobbyist. Furthermore, GVC linkages among lead firms increase collective lobbying through trade associations. Finally, I show that GVC coalitions drive the formation and depth of preferential trade networks. These results provide microfoundations for new coalitional politics under GVCs and challenge the common assumption about industries and firms as isolated political actors.

In the fourteenth century, the Black Death killed as much as two thirds of Europe's population; in the fifteenth, the introduction of moveable-type printing rapidly expanded Europe's supply of human capital; between 1850 and 1914, Russia's population almost tripled; and in World War I, the British blockade starved some 800,000 Germans. Each of these, Shocking Contrasts argues, amounted to an unanticipated shock, positive or negative, to the supply of a crucial factor of production; and elicited one of four main responses: factor substitution; factor movement to a different sector or region; technological innovation; or political action, sometimes extending to coercion at home or conquest abroad. This book examines parsimonious models of factor returns, relative costs, and technological innovation. It offers a framework for understanding the role of supply shocks in major political conflicts and argues that its implications extend far beyond these specific cases to any period of human history.
