Community-based natural resource management (CBNRM) is a compelling concept - if people are allowed to be custodians of their resources, better management of the resources will result. CBNRM is much more complex and challenging than has commonly been understood, but can provide a way to achieve a more equitable and sustainable approach to the use of natural resources. This book has a focus on Southern Africa. It is aimed at students of natural resource management including undergraduates, conservation practitioners, and development-sector implementing agents. It is theoretically grounded, but has a major applied focus with respect to understanding the why, what, and how of CBNRM in order to more effectively guide natural resource management. It is not a manual with explanatory details about implementation measures; rather, it helps the reader to understand the complexity of CBNRM, and provides a guide to other resources that will assist in enhancing learning. Part I consists of ten chapters. After introducing the CBNRM concept, consideration is given to the following: History as a Determinant of Progress; Economic Foundations; Well-Being, Livelihoods and Business; Institutions and Governance; Stakeholder Analysis; Adaptive Management; Capacity Development and Learning; and Communication for Effective Implementation. Part II is devoted to eight case studies from the Southern Africa region that illustrates some of the issues considered in Part I. They are included to provide material that can be used as site-specific examples and teaching aids to complement general discussion of the issues.

Why, despite an emphasis on 'getting institutions right', do development initiatives so infrequently deliver as planned? Why do many institutions designed for natural resource management (e.g. Water User Associations, Irrigation Committees, Forest Management Councils) not work as planners intended? This book disputes the model of development by design and argues that institutions are formed through the uneven patching together of old practices and accepted norms with new arrangements. The managing of natural resources and delivery of development through such processes of 'bricolage' is likened to 'institutional 'DIY' rather than engineering or design. The author explores the processes involved in institutional bricolage; the constant renegotiation of norms, the reinvention of tradition, the importance of legitimate authority and the role of people themselves in shaping such arrangements. Bricolage is seen as an inevitable, but not always benign process; the extent to which it reproduces social inequalities or creates space for challenging them is also considered. The book draws on a number of contemporary strands of development thinking about collective action, participation, governance, natural resource management, political ecology and wellbeing. It synthesises these to develop new understandings of why and how people act to manage resources and how access is secured or denied. A variety of case studies ranging from the management of water (Zimbabwe, India, Pakistan), conflict and cooperation over land, grazing and water (Tanzania), and the emergence of community management of forests (Sweden, Nepal), illustrate the context specific and generalised nature of bricolage and the resultant challenges for development policy and practice.

Managing the commons—natural resources held in common by particular communities—is a complex challenge. How have Asian societies handled resources of this sort in the face of increasing marketization and quickly growing demand for resources? And how have resource management regimes changed over time, with state formation, modernization, development, and globalization? Community, Commons and Natural Resource Management in Asia brings clarity, detail, and historical understanding to these questions across a variety of Asian societies and ecological settings. Case studies drawn from Japan, Korea, Thailand, India, and Bhutan examine fisheries, forests, and other environmental resources held in common. There is a tendency to imagine that traditional communities had socially equitable and environmentally friendly systems for managing the commons, but natural resources in Asia were often under free-access regimes. Resource management developed in response to social and economic pressures, and the state has been at various times both a beneficial and a negative influence on the development of community-level systems of managing the commons. The chapters in this volume show that a simple modernist framework cannot adequately capture this process, and the institutional changes it involved.

The study provides a comparative analysis of the devolution and empowerment process in 14 case studies drawn from eight countries in southern Africa. Each case study examined the extent to which policy and legislation devolves significant control over decision making and benefit flows to communities; the legitimacy and power of different community institutions and their relationship with other stakeholders such as local authority structures, NGOs, donor agencies, and the private sector; and lastly the relationship and divisions between different actors and groupings in the community. The impacts of devolution were found to differ considerably among case studies both within and between countries,of the countries from which they derive. The study revealed that while some empowerment schemes appear to be marked success others appear doomed to failure, or if one is more optimistic, have resulted in the development of capacity within certain organisations but are unlikely to result in sustainable systems of natural resource management.In the countries studied, there have been progress towards CBNRM and a more away from the previous, largely unsuccessful, centralised command and control approaches to natural resources management.In some cases the move to community -based management has been more successful in empowering local communities than in others. In most instances there is little evidence, with the possible exception of specific case studies in Nambia and Malawi, to demonstrate that devolved authority has resulted in more sustainable natural resource management. The assumption is that if true community control is in place then sustainable NRM still require attention and further research effort. The study also revealed a range of factors and conditions that may help contribute to the success of CBNRM initiatives and the empowerment of local communities. The chances of CBNRM succeeding appear greater in situations where high value resources are involved, which have the potential to provide communities with an income stream which give incentive to participate and comply with rule and regulation..
