The quality of local governance matters more than ever before. To many citizens, their local government is the most tangible form of government, and it is also the layer of government with which they have most contact in their everyday life. The power of the local administration is that it represents ordinary citizens. People eat, drink, work, play and socialise with others in towns and cities. To be fully effective, local government management and service delivery capacity needs to be strong, and resources need to be adequate. Civil society and businesses are essential actors in ensuring local governments have the capacity to meet the needs of its citizens. There are a host of challenges that confront local government in the 21st century: delivering quality services; lack of finance and local fiscal autonomy; engaging citizens and communities in meaningful and authentic ways; forming effective partnerships which incentivize local actors to find solutions to the many complex and intractable issues facing communities; generating inclusive and sustainable development; implementing strategies for disaster risk reduction; managing transparent communications; and, rapidly evolving technologies and socio-economic demographics. The Governance of Local Communities: Global Perspectives and Challenges is about the role that ideas, institutions, and actors play in structuring how people govern local communities and, more specifically, the types of adaptations necessary in local government roles and responsibilities, structures, and processes to effectively respond to a changing local government environment. Global changes require that we rethink local governance. A wide net of international experts on local governance was assembled for this volume to stimulate frank conversations around the many contemporary challenges facing local government.

Federalism is at once a set of institutions -- the division of public authority between two or more constitutionally defined orders of government -- and a set of ideas which underpin such institutions. As an idea, federalism points us to issues such as shared and divided sovereignty, multiple loyalties and identities, and governance through multi-level institutions. Seen in this more complex way, federalism is deeply relevant to a wide range of issues facing contemporary societies. Global forces -- economic and social -- are forcing a rethinking of the role of the central state, with power and authority diffusing both downwards to local and state institutions and upwards to supranational bodies. Economic restructuring is altering relationships within countries, as well as the relationships of countries with each other. At a societal level, the recent growth of ethnic and regional nationalisms -- most dramatically in Eastern Europe and the former Soviet Union, but also in many other countries in western Europe and North America -- is forcing a rethinking of the relationship between state and nation, and of the meaning and content of 'citizenship.' Rethinking Federalism explores the power and relevance of federalism in the contemporary world, and provides a wide-ranging assessment of its strengths, weaknesses, and potential in a variety of contexts. Interdisciplinary in its approach, it brings together leading scholars from law, economics, sociology, and political science, many of whom draw on their own extensive involvement in the public policy process. Among the contributors, each writing with the authority of experience, are Tommaso Padoa-Schioppa and Jacques Pelkmans on the European Union, Paul Chartrand on Aboriginal rights, Samuel Beer on North American federalism, Alan Cairns on identity, and Vsevolod Vasiliev on citizenship after the breakup of the Soviet Union. Recent years have seen a major transformation in the way that local communities are governed. There has been a growth of 'government by appointment'. It has, of course, never been the case that local authorities have exercised all governmental powers in any particular locality. Others have always been involved but, in the past, local authorities confidently saw themselves as the rightful and undisputed leaders of their communities. Now their position is under challenge as they find themselves sharing the local 'turf' with a whole range of bodies also exercising governmental powers at the local level. The number of members of appointed and self-appointed bodies who have become known as the 'new magistracy' now greatly exceeds the number of elected local councillors. There is now an appointed world of local governance sitting alongside elected local government. Many appointed bodies (popularly known as QUANGOs) are seen, from the local government perspective, as domain intruders' and are often viewed with resentment and suspicion. Certainly organisational roles and boundaries have become more blurred and confused. This publication seeks to develop understanding of the changing world of local governance and thus contribute to wider debates.

Global warming is changing the world as we know it. Climate change can have catastrophic impacts in numerous cities across the world. It is time for us to react – quickly and effectively. The European Community (EC) has been leading the fight against climate change, making it one of its top priorities. We have introduced the most ambitious targets of their kind, known as the “20/20/20 by 2020” initiative within the “Climate Action and Renewable Energy Package.” As a result, European Member States have taken on a commitment to curb their CO emissions by at least 20% by 2020. 2 These targets are indeed commendable; however, they are only the start if we are to avoid the consequences of global warming. Whilst top level coordination from the European Institutions and Member State governments is vital, the role of mitigating and adapting to climate change at local level must not be forgotten. In fact, here cities, regions and their citizens play a significant a role. It is therefore vital they become directly involved in the climate change challenge. The European Commission therefore launched in 2008 a new initiative, the Covenant of Mayors, which brings together a network of European mayors in a voluntary effort to go beyond the European Union’s already ambitious targets. Half of our greenhouse gas emissions (GHGs) are created in and by cities.
