Sustainable Development in Hong Kong provides a unique and pioneering examination of what the application of the ideas of sustainable development implies for Hong Kong with all its exceptional characteristics, political, social, ecological, and especially its very high urban density. The book brings together, for the first time, a broad cross-section of 21 public and private sector specialists in the many and varied aspects of sustainable development. In so doing, it demonstrates the breadth and depth of local knowledge and expertise in the subject, as well as the wide range of concepts and issues that will have to be considered and interests reconciled, for the concept to be fully implemented in Hong Kong. Sustainable development has been defined as: "development that meets the needs of today whilst not affecting the ability of future generations to meet their own needs." Implementing this concept requires that decision-makers from all stakeholder groups (government, business and the public) not only commit to sustainable development, but also incorporate it at every level of decision-making regardless of the political, economic, social, technological, cultural and legal frameworks within which their decisions are made. It also requires that, before doing so, they hear, respect and utilize the input from each other in these decisions. Sustainable development was placed squarely on the political agenda in Hong Kong through the Chief Executive's commitment to it in his Policy Address in 1999. This was followed by the adoption of it as an overriding objective in Hong Kong 2030: Planning Vision and Strategy (2001) and the establishment of the Sustainable Development Unit (2001) and the Council for Sustainable Development (2003). This is a book for all who are concerned about Hong Kong's environment and about its future development. The exceptional nature of Hong Kong means that this book also provides a valuable extreme case study for all who work in the sustainable development field.

All rights not granted by the above license are retained by the author. Abstract: ABSTRACT The study of environmental risk has been extended from the realm of science to social science. In light of this trend, this study is to employ the concepts from the disciplines of politics and sociology in order to obtain a more holistic view of the issue. The study involves a framework building exercise that can incorporate the roles of knowledge-based parties such as experts, professionals, academia and technocrats into the political power structure of environmental risk politics. Moreover, their interactions with the policy decision-makers and the lay public are also included. The framework developed in this study contains three basic notions from various scholars from the discipline of sociology. They are the "Scientization of Politics" from Habermas, "Risk Society" from Beck and "Citizen Science" from Irwin. The framework provides possible scenarios for the development of the power structure of environmental risk politics. The different scenarios would affect the process of institutionalization of environmental risk. These scenarios may be grouped into two paradigms of institutionalization: the "Authoritarian Technocracy" and "Ecological Democracy." The former involves the close linkage of technical experts and technocrats of government with the scientism as the basic ideology. The latter portrays the scrutiny of technical issues by the public with the idea of citizen science. iThe second part of the study focuses on the discussion of various cases of environmental risk in Hong Kong within this framework. Some of the cases are heavily involved with the grassroots community movement. These involve the potentially hazardous installations in Tsing Yi Island, the Anti-Daya Bay Nuclear Plant campaign and electromagnetic fields of the overhead transmission lines. Moreover, some of the cases are advocated by experts without much public involvement. These concern the radon gas, indoor air pollution, and Dongjiang water pollution. The interactions among the government, experts and public have been extensively discussed. The processes of institutionalization of environmental risk with the community mobilization are recorded. The changing nature of environmental risk also influences the institutionalization of environmental risk. The emergence of a risk society in Hong Kong is the first issue to be explored. Moreover, environmental risks such as genetically modified foods and bird flu are discussed. In these cases, international super regimes on environmental risk and safety standards are involved. The roles of various factors in environmental risk politics and institutions are discussed under the future trend of development of this issue. The main focuses would be placed on political parties, the technocrats, radical green groups, academia and mass media.
