Dr. Lee P. Brown, one of Americas most significant and respected law enforcement practitioners, has harnessed his thirty years of experiences in police work and authored Policing in the 21st Century: Community Policing. Written for students, members of the police community, academicians, elected officials and members of the public, this work comes from the perspective of an individual who devoted his life to law enforcement. Dr. Brown began his career as a beat patrolmen who through hard work, diligence and continued education became the senior law enforcement official in three of this nations largest cities. The book is about Community Policing, the policing style for America in the Twenty-First Century. It not only describes the concept in great detail, but it also illuminates how it evolved, and how it is being implemented in various communities throughout America. There is no other law enforcement official or academician who is as capable as Dr. Brown of masterfully presenting the concept of Community Policing, which he pioneered. As a philosophy, Community Policing encourages law enforcement officials, and the people they are sworn to serve, to cooperatively address issues such as crime, community growth, and societal development. It calls for mutual respect and understanding between the police and the community. The book is written from the perspective of someone whose peers identify as the father of Community Policing, and who personally implemented it in Police Departments under his command. It is a thoroughly amazing book that has been heralded as a must read for anyone who has an interest in law enforcement. Elected officials, academicians, leaders of the nations police agencies and members of the public will be captivated by Dr. Browns literary contribution.

Community policing has been a buzzword in Anglo-American policing for the last two decades, somewhat vague in its definition but generally considered to be a good thing. In the UK the notion of community policing conveys a consensual policing style, offering an alternative to past public order and crimefighting styles. In the US community policing represents the dominant ideology of policing as reflected in a myriad of urban schemes and funding practices, the new orthodoxy in North American policing policy-making, strategies and tactic. But it has also become a massive export to non-western societies where it has been adopted in many countries, in the face of scant evidence of its appropriateness in very different contexts and surroundings. critical analysis of concept of community policing worldwide assesses evidence for its effectiveness, especially in the USA and UK highlights often inappropriate export of community policing models to failed and transitional societies.

About 25 years ago, a number of progressive police departments began experimenting with a new approach to policing that focused on improving relations between police officers and the communities they serve. This approach to policing, called community policing, focused on developing partnerships between the police and the community, addressing community problems through systematic problem-solving efforts, and finding ways to ensure that officers' efforts in these areas receive support from the police department. Today, community policing is widely accepted in police departments across the county, and the vast majority of community members and local politicians want their police department to be a community policing agency. As police departments implemented the community policing philosophy, they developed a deeper understanding of what it means to partner with the community. The community is not merely the people living or working within a city, but also the city's nonprofit and community-based organizations, local businesses, and, also important, government agencies. As police departments strengthen and advance their community policing efforts, they call on their colleagues in other departments of their own city government to assist with problem-solving efforts in the community. At this same time, many city administrators are seeking ways to increase community involvement in local government matters. These same managers are also trying to create a more transparent government structure that stresses accountability and responsiveness to the community. Cities that pursue these efforts are beginning to adopt a new approach to local governance—one that is service-oriented. We refer to this philosophical approach to local governance as “community governance.” At its most basic level, community governance takes the philosophy and elements of community policing to the citywide level. It stresses collaboration among city agencies and with the community, systematic problem-solving efforts, and organizational changes to support this new orientation. Advancing Community Policing through Community Governance: A Framework Document serves as a basis for defining the community governance approach and what it looks like in practice by taking the first step of starting the discussion about community governance. We hope that additional projects and research in the future will expand the community governance knowledge base. This document will be of particular interest to police chiefs, city managers, mayors, and other municipal agency executives who are interested in developing a more collaborative approach to local governance in responding to community problems and issues.

First published in 1999. As with the other volumes in this series, readers will appreciate the clear and compelling way this case study is presented. Reed critiques the way in which political and economic dynamics not only threaten, but convolute the intended benefits of community policing. Although you may not always agree with the author's interpretations, he has given us a compelling look at the potential for corruption of model programs.
