This Command White Paper entitled "Communities in control" (Cm.7427, ISBN 9780101742726) sets out an agenda to enhance the power of communities and help people to meet their own priorities. A number of proposals are put forward seeking to devolve more power to citizens and away from both central and local government. The Paper is divided into 8 chapters: Chapter 1: The case for the people and the communities having more power; Chapter 2: Active citizens and the value of volunteering; Chapter 3: Access to information; Chapter 4: Having an influence; Chapter 5: Challenge - holding people acountable who exercise power; Chapter 6: Redress; Chapter 7: Standing for office; Chapter 8: Ownership and control. These chapters set out, from the perspective of individual citizens, seven key issues for developing empowerment in the local community. In this study of busy, complex Regional City -- and it is a real city -- the author has analyzed the power structure from top to bottom. He has searched out the men of power and, under fictitious names, has described them as they initiate policies in their offices, their homes, their clubs. They form a small, stable group at the top of the social structure. Their decision-making activities are not known to the public, but they are responsible for whatever is done, or not done, in their community. Beneath this top policy group is a clearly marked social stratification, through which decisions sift down to the substructures chosen to put them into effect. The dynamic relations within the power structure are made clear in charts, but the real interest lies in the author's report of what people themselves say. The African American community is also studied, with its own power structure and its own complicated relations with the large community. The method of study is fully described in an Appendix. The book should be of particular value to sociologists, political scientists, city-planning executives, Community Council members, social workers, teachers, and research workers in related fields. As a vigorous and readable presentation of facts, it should appeal to the reader who would like to know how his/her own community is run. Community Power Structure is not an expose. It is a description and discussion of a social phenomenon as it occured. It is based on sound field research, including personal observation and interviews by the author.

The book describes a development concept called abulecentrism. The Yoruba word abule (pronounced: a-boo-lay) literarily means “the village”. abulecentrism seeks to achieve rapid and sustainable development of a given society by the strategic execution of projects and the provision of critical services at the local community level. The village has always been the traditional unit of communal living in many societies around the world. The typical village is small, comprising close-knit social groups and individuals that number in the tens, or at most, low hundreds. In a village, people live close to one another, and derive strength in their communal methods of living, working and protecting their society. Furthermore, the management and governance of the community is simpler than in urban areas because the village requires smaller administrative systems. abulecentrism is built on the philosophy of using small, modular systems, such as a village, as building blocks for developing the greater society. The ultimate goal of abulecentrism is for the larger society to be significantly impacted by the dividends of the aggregated development attained within the different communities. Development projects will typically be executed by starting with a few local communities and progressing organically until all the communities that make up the larger society have been impacted.

Malaysia's development has been largely financed from its oil and gas resources that come principally from the South China Sea. These resources have not only been the fuels to generate electricity but their benefits have filtered down through society and allowed the Government to subsidise fuel and electricity costs. This has enabled electricity to be distributed equitably throughout society and powered an improved quality of life. It has also resulted in the inefficient use of electricity and reduced the cost-effectiveness of renewable energy systems. However, the depletion of oil and gas fields and the international conflict over their territorial ownership threaten national energy security and both the adequacy of supply and equitable distribution of electricity. Low-income groups in rural areas are most exposed to the likely load-shedding and power-outages that are a consequence of an insecure supply. Malaysia's greatest potential for renewable energy comes from photovoltaics (PVs) and the large roofs of rural houses offer significant potential to contribute electricity both nationally and to the local communities. However, there has been little recognition of this due to the subsidised electricity costs and high capital costs of PV systems. This research investigates whether solar PVs can power rural communities towards establishing a more self-sufficient electricity supply. Through surveys, load profile analysis, case studies and cost feasibility analysis, the potential of cost-effectively harnessing solar generated electricity for households and communities is analysed. It is found that, with the aid of loan from micro-credit organisation, an electricity-autonomous community can be established in rural Malaysia. A novel mechanism known as 'peer-topeer system' allows PV owning households to rent the grid cables and to share surplus electricity within the community with a payback period between 3 to 5 years. This thesis has demonstrated that, if PVs could be installed widely across rural housing, they will significantly supplement households' electricity needs and generate additional income for communities resulting in increased security and resilience.
