he San Marcos Fire Department requested that the first ever Community Risk Assessment (CRA) be performed on the greater San Marcos, CA area and the communities that make up the San Marcos Fire District. Community Risk Assessments are an effective exercise in determining which populations in a constituency may be at higher emergency risk than others, meaning that more resources may need to be allocated to provide for these communities or policies may have to be shifted to meet these needs. To conduct the Community Risk Assessment, a number of statistics were gathered on the demographic makeup of the San Marcos, CA population. To draw conclusions about the communities most in need, several other statistics were requested from the San Marcos Fire Department surrounding their responses to emergency incidents. Unfortunately, it took several weeks to determine which entity housed these metrics, and ultimately when the data was located it unexpectedly took several more weeks to extract due to the size of the query; it was not able to be analyzed during the timeframe of the study. Alternatively, a series of four interviews was conducted with the captains of all four fire stations that make up the San Marcos Fire Department to obtain qualitative and anecdotal data in lieu of the emergency response data. Overall, the recommendations were aimed at the next cohort of individuals who would have better access to fire department emergency response metrics and could expand on the foundation that this study created. The recommendations included to pull the metrics in advance of the project's start to start doing the analytical work immediately. It was also recommended to develop KPI's surrounding the department's emergency response to create descriptive data dashboards and predictive models that the department could use to monitor their critical performance metrics in real time. Finally, it was recommended that the department use these metrics to strengthen community education in areas that were at higher risk of fire or emergency incidents.
