The Union of Comoros has struggled through political unrest for over thirty years. As a result, its tourism sector is still in the exploration phase of its life cycle. There have been initiatives by both the public and private sectors in the tourism industry, but to date, a lack of commitment from both sectors and external circumstances have prevented further growth. Comoros needs a tourism development plan that will provide a framework for all tourism stakeholders to the next phase of development. Strong institutional leadership from both the public and private sectors is one of the most important requirements to be addressed in order to support tourism in Comoros. The objective of this review is to conduct an analysis of the tourism sector performance and policies in the Union of Comoros. It presents policy options and recommendations at a country and sub-regional level. This review has been constructed as part of a larger Indian ocean regional tourism integration study including similar reports on the tourism sectors of Seychelles, Mauritius, and Madagascar. Combined recommendations provide a basis for practical approaches towards improved tourism competitiveness through leveraging regional integration opportunities across these economies. This report is structured as follows: section one gives introduction to the Comoros study; section two gives overview of the Union of Comoros tourism sector; section three presents key issues; section four gives recommendations; and section five gives conclusion."

In addition to some of the most acclaimed beaches in the world, the Indian ocean islands offer one of the planet's greatest concentrations of biodiversity and stunning landscapes that include active volcanoes, sculpted canyons, and verdant seaside cliffs. Yet, despite its many attributes and accolades, the region is not very well known within the global tourism marketplace. This note is an analysis aimed at assessing opportunities for tourism integration among the four Indian ocean island nations of Comoros, Madagascar, Mauritius, and Seychelles. To inform this regional analysis and recommendations, the four reviews were conducted to provide a basis for understanding each country's tourism sector in terms of its development and current performance, contribution to the economy, and principal challenges. As a basis for analysis of the prospect of regional integration, the current state of tourism in each of the countries is considered within a regional context and recommendations for specific regional tourism integration initiatives are provided as guidance for the way forward. The tourism sector reviews were completed through a combination of desk research and country visits that involved consultations with a range of stakeholders from the public sector, private sector, civil society, and donor community. Each country review also contains a set of recommendations for addressing the identified challenges. Included in the key issues identified for each country's tourism sector are those issues that have regional implications. This report is organized as follows: section one gives introduction to the regional integration study; section two gives regional integration: the promises and the reality; section three presents overview of four countries' tourism sectors; section four presents regional tourism integration overview; section five gives key issues for regional integration; section six gives recommendations; section seven gives way forward; and section eight gives conclusion.

Since its independence in 1975, the Union of Comoros has been deeply affected by political and institutional crises. Resolution of the separatist crisis on the island of Anjouan and subsequent national consolidation has constituted a historic turning point. The government has begun a wide-ranging program of structural reforms. The external debt of Comoros remains unsustainable. The government is making efforts to speed up the implementation of reforms and obtain access to a reduction in its debt burden.

The Seychelles tourism sector today is a success story. No doubt, the Seychelles has been endowed with wonderful natural tourism assets in its beautiful beaches and mountain backdrops, but its success has also been due to good governance and strategic policy choices. With 24.8 percent of gross domestic product (GDP) directly attributable to tourism, the Seychelles must ensure that its tourism sector will continue to be competitive in the long-run. In that context, it will need to make difficult but critical choices about where the sector should be headed and how it should work towards that vision. This review of the Seychelles tourism sector has been conducted as part of a larger Indian ocean regional tourism integration study including similar reports on Mauritius, Comoros, and Madagascar. Each of these provides a brief sector overview that incorporates an up-to-date analysis of the country's tourism performance, highlights some of the sector's key challenges, and provides a select set of recommendations for addressing such challenges. Economic recovery is underway, supported by the resumption of social activities, tourism, and ongoing public investment projects. Inflation has decelerated, in line with normalizations in international oil and food prices thus far in 2023. However, risks to the outlook are elevated due to the fragile context and global uncertainty; dependence on imports, remittances, and foreign aid means the economy remains highly vulnerable to external shocks. In this context, the economic reform program supported by the Extended Credit Facility (ECF) seeks to reduce fragility and increase economic resilience by building fiscal buffers, reducing debt vulnerabilities, strengthening the financial sector, and mitigating corruption risks.

Comoros is a small, fragile island state (population: 850,000) with persistently low and shock-prone growth and a high risk of external debt distress. Officially recorded COVID-related casualties have remained low (4,569 infections and 151 deaths so far). Growth projections remain at 1.6 percent in 2021 and 3.8 percent in 2022, supported in part by progress in vaccinations.

The Comorian authorities have made steady progress in fiscal consolidation, reinvigorated their structural reform agenda, and gathered strong public support for sound macroeconomic policies. Macroeconomic developments have been largely positive, mostly thanks to improved policies. External competitiveness has improved step by step in the last year by the recent depreciation of the euro vis-à-vis the U.S. dollar. In the medium term, the government intends to seek further gains in fiscal consolidation and to accelerate reform of public enterprises and civil service.
