(Uncorrected OCR) ABSTRACT This study compares the policies and development of special education in China and India, These two countries have been chosen for comparison because of their similarities and differences. These two countries are the most populous in the world, have old civilization and rich cultural heritage and have traditionally set a high value on education. Due to prolonged foreign occupation and political instability, education suffered immensely. The literacy drive in China was through Universalization of Basic Education (1986) and in India through Universalization of Elementary Education (1986). Both the countries have pioneered and nurtured many imaginative and pragmatic experiments in reaching disability groups and in making learning more relevant. The Constitutions of both India and China recognize equality and distributive justice to be guiding principles for the formulation of legislation, policies and programs. The two countries have initiated many important legislations pertaining to education for the children with disabilities. The differences lie in (i) pace of development and legislative measures undertaken (ii) social and cultural contexts (iii) linguistic and ethnic compositions and (iv) political orientation. China incorporated measures for special education right from the beginning in 1949. These two countries can profit from each other's experience in developing special education and other developing countries can benefit from their experiences. Qualitative method has been adopted for this study which includes documentary analysis of policies, legislation, funding. v.
