Desempeña un cargo importante en todos los sistemas represivos de los Estados miembros del Consejo de Europa, sin embargo la prisión es la institución más desconocida del público. Fuera de sus "usuarios" y de algunos especialistas, nadie prácticamente conoce la misión que se le confía y las dificultades con que tropieza para cumplirla. En algunos países, encerrada en sí misma, ocultada en el fondo de una mazmorra tal una enfermedad vergonzosa, la prisión sólo viene a ser objeto de conversación cuando ocurre un incidente particular: una evasión, un motín, el suicidio de un detenido, etc. E incluso cuando se habla de ella en ese momento, pocas veces se hace de manera objetiva. Según el acontecimiento reaparecen viejos demonios. Así, cuando se evade un delincuente confirmado, se desprecia al personal, acusándolo de incapacidad profesional. O bien, al final de un motín, la prisión es considerada como demasiado lujosa, demasiado benigna -el mito de la prisión "cuatro estrellas" tiene siempre sus adeptos- para "criminales peligrosos" y se echan de menos ciertos métodos antiguos de exclusión: las galeras, los presidios, incluso procedimientos de eliminación rápida ... y definitiva. O bien, por último, después del suicidio de un detenido desesperado, algunos juzgan la prisión demasiado inhumana y desean pura y simplemente su supresión. Rigor excesivo por un lado, sensibilidad exacerbada por otro (incluso sensiblería) sea lo que sea, una vez difuminada la actualidad del acontecimiento la prisión vuelve a caer en una indiferencia total. No obstante está ahí, sin duda alguna está ahí, y detrás de sus altas paredes y de sus barrotes están hombres: los detenidos y los que detienen.

The modern prison is commonly thought to be the fruit of an Enlightenment penology that stressed man's ability to reform his soul. The Medieval Prison challenges this view by tracing the institution's emergence to a much earlier period beginning in the late thirteenth century, and in doing so provides a unique view of medieval prison life. G. Geltner carefully reconstructs life inside the walls of prisons in medieval Venice, Florence, Bologna, and elsewhere in Europe. He argues that many enduring features of the modern prison--including administration, finance, and the classification of inmates--were already developed by the end of the fourteenth century, and that incarceration as a formal punishment was far more widespread in this period than is often realized. Geltner likewise shows that inmates in medieval prisons, unlike their modern counterparts, enjoyed frequent contact with society at large. The prison typically stood in the heart of the medieval city, and inmates were not locked away but, rather, subjected to a more coercive version of ordinary life. Geltner explores every facet of this remarkable prison experience--from the terror of an inmate's arrest to the moment of his release, escape, or death--and the ways it was viewed by contemporary observers. The Medieval Prison rewrites penal history and reveals that medieval society did not have a "persecuting mentality" but in fact was more nuanced in defining and dealing with its marginal elements than is commonly recognized.

Abstract: This paper outlines the institutional history of the international narcotic drug control regime. It details the evolution of the control system, from its foundations at the beginning of the twentieth century - a period of mass, unregulated narcotic drug use - to the current period. The paper argues that the contemporary control model is ill-positioned to address the dynamic and rapidly changing nature of the global narcotics trade. The persistence of anachronistic guiding first principles, specifically the utopian idea of prohibition, is identified as the key impediment to the adoption of a more humane and effective policy approach. But while there is growing pressure for a revision of founding ideas, this is not supported by a host of powerful actors that includes the United States.

Only then it will become visible and intelligible as a historiographical trend and, above all, as a theoretical-methodological hope, because in fact, now it is more than conceivable as a historiographical practice. Here in this book are outlined, along with the achievements, the shortcomings and the most pressing challenges. Far from seeking an extemporaneous autonomy, Social History of Punitive Institutions wants to try to find its own feasibility based on intersections and good mixings. Those objectives were considered by the Study Group about History of Prison and Punitive Institutions (Grupo de Estudio sobre la Historia de la Prisión y las Instituciones Punitivas, GEHPIP) –an interuniversity team and with central office at Universidad de Castilla-La Mancha (UCLM)– when organising what it decided to name in an homonymous way 1st International Congress on History of Prison and Punitive Institutions (I Congreso Internacional sobre Historia de la Prisión y las Instituciones Punitivas), held in Ciudad Real (Spain) from 10 to 12 April 2013.
