This report examines the state of the boreal forest in Canada, the threats to its survival, and options available to define and modify the human impact on the forest. The report draws on advice and experience of various interested parties, the Swedish and Finnish experience in intensive forest management, and testimony at public hearings. After an introduction, chapter 2 examines ecological realities of the Canadian boreal forest, including effects of climate change, the current state of boreal forests, forestry and silvicultural practices, pulp mills and pollution, wood supply and the harvesting rate, and protected areas. Chapter 3 covers Aboriginal forestry issues, including traditional land use, forestry business and employment opportunities, and jurisdictional issues. Chapter 4 discusses the economic aspects of forestry in Canada, including employment, trade, forest industry sales, and forest-related tourism. Chapter 5 discusses the global context and the concept of certification of sustainably managed forests. The final chapter reaches conclusions regarding the need for distinct areas or categories of boreal forest management.
