This is a major new comparison of the American and European political systems. By deploying a powerful new model to analyse the two systems it draws some challenging conclusions about their increasing similarity. Professor Fabbrini argues that the process of regional integration in Europe over the last 60 years, has significantly reduced the historical differences between the democracies on either side of the Atlantic. The EU and the US are now similar because they represent two different species of the same political genus: the compound democracy. The defining feature of compound democracy is the union of states and their citizens. Through such union, the states agree to pool their sovereignty within a larger integrated supra-state or supranational framework. They do so because these unions are primarily pacts for avoiding war. Because the states which made those unions were, and continue to be, asymmetrically correlated, any attempt to create a unified polity - that is a political system where the decision-making power is monopolized by only one institution - is likely to fail. He goes on to argue that the US and the EU are based on a multiple diffusion of powers which guarantees that any interest can have a voice in the decision-making process and no majority will be able to control all the institutional levels of the polity. This type of system allows an inter-states organization to operate as a supra-state polity - but it does so at the expense of decision-making capacity and accountability.

Democracy in Europe is about the impact of European integration on national democracies. It argues that the oft-cited democratic deficit is indeed a problem, but not so much at the level of the European Union per se as at the national level. This is because national leaders and publics have yet to come to terms with the institutional impact of the EU on the traditional workings of their national democracies. The book begins with a discussion of what the EU is-a new form of 'regional state' in which sovereignty is shared, boundaries are variable, identity composite, and democracy fragmented. It then goes on to examine the effects of this on EU member-states' institutions and ideas about democracy, finding that institutional 'fit' matters. The 'compound' EU, in which governing activity is highly dispersed among multiple authorities, is more disruptive to 'simple' polities like Britain and France, where governing activity has traditionally been more concentrated in a single authority, than to similarly 'compound' polities like Germany and Italy. But the book concludes that the real problem for member-states is not so much that their practices have changed as that national ideas and discourse about democracy have not. The failure has been one of the 'communicative' discourse to the general public-which again has been more pronounced for simple polities, despite their potentially greater capacity to communicate through a single voice, than for compound polities, where the 'coordinative' discourse among policy actors predominates.

Centripetal democracy is the idea that legitimate democratic institutions set in motion forms of citizen practice and representative behaviour that serve as powerful drivers of political identity formation. Partisan modes of political representation in the context of multifaceted electoral and direct democratic voting opportunities are emphasised on this model. There is, however, a strain of thought predominant in political theory that doubts the democratic capacities of political systems constituted by multiple public spheres. This view is referred to as the lingua franca thesis on sustainable democratic systems (LFT). Inadequate democratic institutions and acute demands to divide the political system (through devolution or secession), are predicted by this thesis. By combining an original normative democratic theory with a comparative analysis of how Belgium and Switzerland have variously managed to sustain themselves as multilingual democracies, this book identifies the main institutional features of a democratically legitimate European Union and the conditions required to bring it about. Part One presents a novel theory of democratic legitimacy and political identity formation on which subsequent analyses are based. Part Two defines the EU as a demoi-cracy and provides a thorough democratic assessment of this political system. Part Three explains why Belgium has largely succumbed to the centrifugal logic predicted by the LFT, while Switzerland apparently defies this logic. Part Four presents a model of centripetal democracy for the EU, one that would greatly reduce its democratic deficit and ensure that this political system does not succumb to the centrifugal forces expected by the LFT.
