Particularly, the East Asian parts are the basic distributors of unlicensed software and denote the highest piracy rates world wide. The counterfeits have become high quality products that they can even compete with original software. Reasons, why software piracy exists and who the pirates are, are appraised in this report. The tremendous damages of high piracy rates on, for example, governmental loss of tax revenues, loss of jobs, are shown. Attention is paid, whether the Directive on the enforcement of Intellectual Property Rights (Directive 2004/48/EC) passed from the European Union, which has ingredients of different international treaties such as the WIPO, the TRIPS and the WTO, is able to stem software piracy. This leads to show why only the implementation of laws causes no objective effect on the surge of software piracy. The influences of attributes such as attitude, income, and education, which play a significant role to curb piracy rates across the globe, are scrutinised. Furthermore, benefits from a reduction of piracy rates are evaluated as well.

These public manifestations of piracy, though, conceal an elite worldwide, underground, organized network of pirate groups who specialize in obtaining media – music, videos, games, and software – before their official sale date and then racing against one another to release the material for free. This study examines the complex dynamics of the international software piracy problem by focusing on the size of revenue losses made from pirated software. Although a considerable number of cross-national studies have focused on software piracy, there is a widespread but incorrect perception in the policy and academic landscape that ineffective copyright protection of computer software is prevalent mostly in less developed countries with low-income, ineffective legal systems and collectivist culture. By using the estimated value of revenues lost to software piracy as an alternative indicator, this study empirically disproves the conventional understanding of the piracy problem. Our empirical investigation of the impact of various national factors on the per capita value of pirated software confirmed that the present piracy phenomenon in the international market is complex and multi-faceted, involving multiple factors within a nation's economic, technological and industry-specific capabilities.

"This project focuses on the impact of computer software piracy in Southeast Asia. The origins of software piracy and the different types of piracy are explored. Two software industry organization, the Business Software Alliance and the Software Publishers Association, promote the growth of the global software industry. Intellectual property laws in selected Southeast Asian countries are reviewed in order to determine the need for stricter enforcement. The copyright laws in the United States are provided in order to compare U.S. laws with the laws in other countries. The European Community and the North American Free Trade Agreement are provided as examples of foreign governments that are making an effort to protect intellectual property. Alternative methods to curb software piracy in Southeast Asia are proposed. The improvement of Southeast Asian copyright laws; the reduction in software prices; and the creation of software as a public good are proposed solutions to reduce software piracy. The final suggestion to eliminate software piracy worldwide is to establish a universal copyright law. Abstract: "Copyright piracy occurs both on the producer side of copyrighted information as well as the consumer side. The producer side experiences two forms of pirating: i) Entirely illegal reproduction and distribution of pirated software, and the more subtle problem of ii) authorized vendors defrauding their software producers, for example, by placing bootlegged copies on their shelves that are indistinguishable by a consumer from authentic packages. This paper discusses how the problems on the producer's side could be alleviated by a different software vending method supported by Internet technologies. The primary assumption of this proposal is that honest consumers do not want to risk prosecution, because, unknown to them, software sold or installed on their hardware by offending vendors infringes the terms of licensing contracts."
