El desarrollo de la propiedad comunal en la Revolución Bolivariana de Venezuela: ¿el camino a la descentralización política y económica? En la presente investigación se analizan los aspectos fundamentales de la gestación, creación y desarrollo de la propiedad comunal o social en la propuesta política, económica y social de la Revolución Bolivariana de Venezuela (RBV). El Socialismo del Siglo XXI (como también se conoce este proyecto), es una propuesta que se articula en torno al imperativo constitucional de la democracia participativa y protagónica (DPP). Esta conlleva una dinámica de descentralización de los ámbitos político y económico a través de dos instituciones fundamentales: los consejos comunales y las comunas (comunales). Son precisamente estas dos instituciones las que materializan la DPP y, por consiguiente, son la expresión tangible de la denominada vía venezolana al socialismo. La propuesta comunal se presentó abiertamente como una pieza clave del intento bolivariano de superar la crisis histórica de los proyectos socialistas precedentes, en particular, el socialismo real de la Unión de Repúblicas Socialistas Soviéticas (URSS)...

"Launched in 2004, the Latin American regional institution of ALBA (Alianza Bolivariana para los Pueblos de Nuestra: Bolivarian Alliance for the Peoples of Our America) sought to overcome the historical legacies of neo-colonial domination by consecrating the values of cooperation, inclusive development, and popular power. As part of a region-wide effort among states and social movements to break the socio-ecologically destructive effects of capitalist agriculture, the elevation of food sovereignty - based on the protections of rural livelihoods, land redistribution and sustainable agricultural production (agroecology) - became a cornerstone of ALBA's development policy. And yet, these regional aspirations barely saw the light of day, while Venezuela (the beating heart of ALBA) experienced the worst food crisis in its history. How did this come to pass? What was “real socialism”—the term which originated in twentieth-century socialist societies for the purpose of distinguishing them from abstract, theoretical socialism? In this volume, Michael A. Lebowitz considers the nature, tendencies, and contradictions of those societies. Beginning with the constant presence of shortages within “real socialism,” Lebowitz searches for the inner relations which generate these patterns. He finds these, in particular, in what he calls “vanguard relations of production,” a relation which takes the apparent form of a social contract where workers obtain benefits not available to their counterparts in capitalism but lack the power to decide within the workplace and society. While these societies were able to claim major achievements in areas from health care to education to popular culture, the separation of thinking and doing prevented workers from developing their capacities as fully developed human beings. The relationship within “real socialism” between the vanguard as conductor and a conducted working class, however, did not only lead to the deformation of workers and those elements necessary for the building of socialism; it also created the conditions in which enterprise managers emerged as an incipient capitalist class, which was an immediate source of the crises of “real socialism.” As he argued in The Socialist Alternative: Real Human Development, Lebowitz stresses the necessity to go beyond the hierarchy inherent in the relation of conductor and conducted (and beyond the “vanguard Marxism” which supports this) to create the conditions in which people can transform themselves through their conscious cooperation and practice—i.e., a society of free and associated producers.
