This report illustrates the application of a framework that could lend greater coherence to U.S. security planning. It attempts to provide policymakers with Air Force could make in protecting U.S. and Western interests in Southwest Asia. This study is concerned with the possibility of a Soviet invasion of Iran aimed at securing control over the oil fields of the Persian Gulf. 2. Discusses American national objectives in Southwest Asia and the broad national strategy the U.S. government has formulated to achieve these objectives. Next, it examines the nature of the Soviet threat and provides some background on strategic considerations that influenced the development of U.S. military strategy. The next sections discuss U.S. military strategy for possible contingenies, the forces being considered for operations in this theater, and the programs initiated to support this strategy. The lost suctions try to identify what specific military capabilities the USAF should enhance or develop to better support U.S. strategies and national objectives and lay out a concept of operations for one of these capabilities--strategic mobility for tactical aircraft.

This Note establishes the utility of concepts of operations as the central feature of more logical and coherent framework for planning. The overall framework involves six levels of activity, each of which takes place in a specific organizational setting. The activities proceed from the definition and announcement of national security policies objectives, strategies, and commitments to the development of operations 1 plans and deployment and employment of forces. The organizational meetings range from the National Security Council to the operational commands. The Note focuses on Levels III (formulation of operational concepts to attain specific operational capabilities) and IV (development and acquisition of systems and equipment). An appendix offers an example package for Levels I and II/ No new directive is required for adoption; the framework need only be used. (Author).

This report addresses support of emerging Air Force employment strategies associated with Expeditionary Aerospace Forces (EAFs). Although much work remains to define these new responsibilities and prepare Air Force units to meet them, it is clear that the EAF concepts will play a central role in the future Air Force. FAF concepts turn on the premise that rapidly tailorable, quickly deployable, immediately employable, and highly effective air and space force packages can serve as a viable substitute for permanent forward presence in both the strategic and the tactical arenas. Success of the EAF will, to a great extent, depend on the effectiveness and efficiency of the Agile Combat Support (ACS) system.

USAF Plans and Policies: R&D For Southeast Asia, 1965-1967 is the most recent publication by the Office of Air Force History (AFCHO) dealing with the war in Vietnam. The author first considers--within the context of the U.S. Southeast Asian policy--the evolution of limited war R&D concepts prior to 1965 and then shows how these influenced USAF research and development programs in this area during 1965-1967. He examines the changes that the Air Force had to make in its R&D funding procedures, organization, and policies as it made the transition from peacetime to a war situation. He also reviews the development of conventional weapons and munitions as the Air Force shifted its emphasis from nuclear to limited war R&D.

This study highlights USAF plans, policies, and operations in Southeast Asia during 1965, especially as they were significantly changed by the President's key decisions to bomb North Vietnam and transform the U.S. advisory role in South Vietnam to one of active military support. The author focuses on USAF participation in the development of policy for prosecuting the war, the build-up of U.S. military strength in the theater, and the gradually intensified air operations against enemy forces in South Vietnam, North Vietnam, and Laos. USAF Plans and Operations in Southeast Asia, 1965 follows two other recent studies by the USAF Historical Division Liaison Office dealing specifically with the war: USAF Plans and Policies in South Vietnam and Laos, 1964 and USAF Plans and Policies in South Vietnam, 1961-1963. In addition, the USAF Historical Division Liaison Office is currently preparing a companion study of Air Force plans and policies dealing with personnel, logistics, construction, and other activities during 1965 in support of the operational forces in Southeast Asia.

USAF Plans and Policies: R&D for Southeast Asia, 1968 is the eleventh of a series of historical monographs prepared by the Office of Air Force History on various aspects of the war in Vietnam. It is a continuation of a previous study on the same subject written by the author. In this narrative, Mr. Wolk reviews several critical investigations of Air Force research and development procedures and programs, examines the functioning of the Southeast Asia Operational Requirement system, and discusses USAF efforts to modify or develop new systems and equipment to counter the enemy's growing air defenses in North Vietnam. He also reviews steps taken by the Air Force to improve bombing accuracies and briefly discusses the major systems which were developed and deployed to the theater under Project Shed Light.
