The Mapuche are the most numerous, most vocal and most politically involved indigenous people in modern Chile. The general perception of modern Latin American political institutions emphasizes a continuing and random process of disorder and crisis, continually out of step with other regions in their progress toward democracy and prosperity. In "History of Political Parties in Twentieth-Century Latin America," Torcuato S. Di Tella demonstrates that this common view lacks context and comparative nuance, and is deeply misleading. Looking behind the scenes of modern Latin American history, he discerns its broad patterns through close analysis of actual events and comparative sociological perspectives that explain the apparent chaos of the past and point toward the more democratic polity now developing. Di Tella argues that although Latin America has peculiarities of its own, they must be understood in their contrasts - and similarities - with both the developed centers and undeveloped peripheries of the world. Latin American societies have been prone to mass rebellions from very early on, more so than in other regions of the world. He analyzes, as well, such significant exceptions to this pattern as Chile, Colombia, and, to a large extent, Brazil. Turning to the other side of the social spectrum, he shows how the underprivileged classes have tended to support strongman populist movements, which have the double character of being aggressive toward the established order, but at the same time repressive of public liberties and of more radical groups. Di Tella provides here a necessary examination of the concept of populism and divides it into several variants. Populism, he maintains, is by no means disappearing, but its variants are instead undergoing important changes with significant bearing on the region's near-term future. "History of Political Parties in Twentieth-Century Latin America" is rich in historical description, but also in its broad review of social structures and of the strengths and weaknesses of political institutions. Es ampliamente conocido que el régimen fascista trató de utilizar a los emigrantes para fortalecer su política exterior en América Latina, especialmente en aquellos países con una fuerte presencia de italianos. Escuelas, asociaciones, centros culturales, prensa en lengua italiana fueron las principales herramientas que utilizó el régimen de Benito Mussolini para implementar esta estrategia. Esto también sucedió en el caso de Chile, a pesar de que la comunidad italiana residente era mucho más pequeña que en los países que recibieron flujos “aluviales” de la península. De hecho, cuando Mussolini conquistó el poder en Italia, los italianos en Chile no superaban las 20.000 personas, cuyas principales actividades eran el comercio y los servicios. Sin embargo, también en Chile, en los años veinte y treinta del siglo XX, se fortaleció un sentimiento de italianidad y de orgullo nacional por el prestigio internacional adquirido por la patria y, en primera persona, por el “Duce”. Ese orgullo indujo a muchos compatriotas a imaginar que pudiesen lograr la misma consideración de los ciudadanos de las grandes potencias. Además, Mussolini fue objeto de innumerables muestras de estima por una parte importante del personal político chileno. Basado en fuentes archivísticas italianas y chilenas, el libro analiza principalmente cuatro aspectos: la prensa en lengua italiana como órgano de propaganda y apoyo a la política exterior del régimen de Roma; la evaluación que del fascismo dieron los representantes diplomáticos chilenos en Italia y la que el personal diplomático italiano en Chile dio de la política local; el entrelazamiento entre el flujo de italianos en Chile y la obra de “fascistización” de la comunidad emigrante; y la superación de la temporada fascista en la segunda mitad de la década de 1940 entre los ítalo-chilenos.
