Since the end of the Pinochet regime, Chilean public policy has sought to rebuild democratic governance in the country. This book examines the links between the state and civil society in Chile and the ways social policies have sought to ensure the inclusion of the poor in society and democracy. Although Chile has gained political stability and grown economically, the ability of social policies to expand democratic governance and participation has proved limited, and in fact such policies have become subordinate to an elitist model of democracy and resulted in a restrictive form of citizen participation.

This book is a critical resource for understanding the relationship between gender, social policy and women’s activism in Latin America, with specific reference to Chile. Latin America’s mother-centered kinship system makes it an ideal field in which to study motherhood and maternalism—the ways in which motherhood becomes a public policy issue. This book is the first to focus on state-led ‘extractive bargains,’ designed to reach a social consensus on the extent of extractive activities, how they should be governed and their negative consequences mitigated. These state-led ‘bargains’ have taken a number of different forms and offer varying degrees of promise in meeting environmental and social concerns. The book critically examines ‘bargains’ in states across the Global North and the Global South, incorporates Indigenous issues, and judiciously assesses their prospects for promoting long-term sustainability. It focusses on mineral and fossil fuel extraction in particular including bargains designed to govern the former as the demand for minerals used in “green energy” increases and to limit the use of the latter. Company towns were the spatial manifestation of a social ideology and an economic rationale. The contributors to this volume show how national politics, social protest, and local culture transformed those founding ideologies by examining the histories of company towns in six countries: Argentina (Firmat), Brazil (Volta Redonda, Santos, Fordlândia), Canada (Sudbury), Chile (El Salvador), Mexico (Santa Rosa, Río Blanco), and the United States (Anaconda, Kellogg, and Sunflower City). Company towns across the Americas played similar economic and social roles. They advanced the frontiers of industrial capitalism and became powerful symbols of modernity. They expanded national economies by supporting extractive industries on thinly settled frontiers and, as a result, brought more land, natural resources, and people under the control of corporations. U.S. multinational companies exported ideas about work discipline, race, and gender to Latin America as they established company towns there to extend their economic reach. Employers indeed shaped social relations in these company towns through education, welfare, and leisure programs, but these essays also show how working-class communities reshaped these programs to serve their needs. The editors’ introduction and a theoretical essay by labor geographer Andrew Herod provide the context for the case studies and illuminate how the company town serves as a window into both the comparative and transnational histories of labor under industrial capitalism.

The post-Cold War world has seen the emergence of new kinds of security threats. Whilst traditionally security threats were perceived of in terms of military threats against a state, non-traditional security threats are those that pose a threat to various internal competencies of the state and its identity both home and abroad. The European Union and the United States have identified Latin American cocaine trafficking as a security threat, but their policy responses to it have differed. This book examines the ways in which the EU and the US have conceptualized this threat. Furthermore, it explores the impact of cocaine trafficking on four state functions - economic, political, public order and diplomatic - in order to explain why it has become 'securitized'.
