2012, première année d'une nouvelle législature qui, politiquement et du point de vue sécuritaire, s'est écoulée sous un ciel orageux. Le président avait été proclamé vainqueur d'élections fortement contestées. Ni l'opposition intérieure ni la communauté internationale n'ont cependant pu ou voulu obtenir la remise en cause des résultats : l'opposition parce qu'elle est faible, divisée et incohérente ; la communauté internationale parce qu'elle estimait probablement qu'en l'absence d'une solution politique crédible, ses pressions mettraient davantage en péril la situation sécuritaire, mais aussi parce qu'elle n'a plus les moyens de faire prévaloir ses vues. Le Gouvernement issu des élections a écarté des "poids lourds" du passé, et comprend un certain nombre de technocrates et de personnalités moins connues. La primature et les ministères économiques ont été confiés à des hommes susceptibles d'amadouer les institutions financières internationales. Cela n'a cependant pas empêché le FMI de bloquer l'aide financière, à cause de la faible transparence des transactions portant sur les actifs miniers, un domaine toujours contrôlé, en dernière instance, par la sphère présidentielle. Si dans le domaine économique des avancées ont néanmoins pu être enregistrées, ce n'est pas le cas de la situation sécuritaire à l'Est. Face à de nouvelles dissidences, le Gouvernement et l'armée se sont, une fois de plus, révélés impuissants. La fragile situation politique et sécuritaire occulte et compromet des tendances d'évolution qui, à certaines conditions, pourraient marquer un tournant dans la reconstruction de l'Etat et le redressement du pays. La majeure partie de cet ouvrage est de ce fait consacrée à la question de la gestion des ressources naturelles dans le secteur des mines, des hydrocarbures, de la forêt. Le secteur minier connaît un développement spectaculaire au Katanga du fait surtout de l'intervention d'entreprises étrangères utilisant beaucoup de capital et peu de main-d'oeuvre. A l'Est prédomine une exploitation artisanale fortement perturbée par la situation sécuritaire. Le secteur des hydrocarbures est le moins créateur d'emplois, mais la principale source de recettes pour l'Etat. C'est la gestion de la forêt tropicale qui connaît le moins d'avancées et produit le plus de dégâts. Le talon d'Achille de l'économie politique congolaise reste la qualité de gouvernante. Le Gouvernement sera-t-il capable de relever enfin ce défi ?

Since 2001 The Democratic Republic of Congo has been engaged in a three-fold transition process towards liberalisation, democratisation, and peace. Throughout this process, external actors (donors, international financial institutions, the UN system, aid agencies) have played a leading role, effectively setting the orientations and modalities of this transition, including their institutional dimension. Congolese actors have not been passively subjected to this process, however, but have potently shaped it in various ways. This book investigates the relationship between international aid partners and various Congolese actors since 2001. It examines this relationship as an aspect of the state reform process, with particular reference to the administration. Stylianos Moshonas argues that the pace and nature of reform has been compromised by the contradictions inherent within the process itself, as advocated by international partners, and by the ability of Congolese power holders to accommodate and co-opt such reforms in line with their own political strategies. Rather than framing aid relations as the outcome of the oppositional points of view of donors and Congolese actors, this book presents a systematic focus on the compromises and accommodative characteristics that aid politics have coalesced around, as well as the contradictory positions donors have found themselves in.

Besides the business enterprises in Bandundu province that use small-scale logging permits (PCAs) illegally, there is a national artisanal sector composed of individual chainsaw millers who supply the domestic market and certain neighbouring countries. This sector is still essentially informal. Our year-long monitoring of markets and transiting points for chainsaw timber brought out the substantial development of this activity over the last 15 years. At present more than a million cubic meters of chainsaw timber are produced in DRC every year, of which 85% is to meet the national demand. The production in Roundwood Equivalents of chainsaw timber – estimated at 3.4 million cubic metres per annum – is 13 times higher than the total formal production of wood products in DRC. The domestic markets of Kinshasa and eastern DRC generate sales of over 100 millions US dollars per year and yield profits estimated at 25 million dollars. The local populations benefit most from chainsaw milling and receive close to 50 million US dollars per year. As for job creation, the rural and urban artisanal timber production sectors combined offered at least 25 000 direct jobs in the country.
