IFPRI commissioned this study to assess how the country programs (CPs) are performing—which approaches and methods are producing the best outcomes across countries and over time—to identify factors that promote or impede their progress and lessons for making them more impactful in the future. The study has two major components. The first is a survey and analysis of the factors that CP leaders perceived to have most helped them influence host-country policies. We interviewed all current and most past CP leaders, which enabled us to compile evidence from recent CP experiences as well as from the 1980s and 1990s. We focused on the lessons they drew from their past successes that shed light on how to make their other activities successful. We did not undertake similar interviews on failed efforts because it is much harder to elicit such information from CP leaders. Additional insights about unsuccessful activities are, however, captured in the second component of the study, a commissioned external evaluation of the performance of a sample of ongoing country programs. Ideally, the external evaluation would have included CPs in both Africa and Asia, but this was not possible with the available budget. We therefore settled for an evaluation of CPs in Africa south of the Sahara. Doing so had two advantages: (1) the African CPs are more homogenous in terms of their objectives, structure, and internal IFPRI management, making comparisons among them more insightful; and (2) the budget was sufficient to both include all the African CPs in some of the analyses and allow the external evaluator to visit three of them.

DRC has committed to reduce its emissions effectively, efficiently, and equitably from deforestation and degradation (REDD+). The country experiences complex relationships between drivers, agents, and institutions of deforestation nationally. The REDD+ policy arena is influenced by both governmental and non-governmental actors whose number have increased in the policy arena over the years; however, weak coordination among these actors remains an issue. Since 2009, the DRC has announced several reforms relating to land tenure, land-use planning and agricultural policy, to create an institutional environment that motivates the implementation of REDD+ in the DRC. By 2019, none of these reforms had materialized, due to both political changes and a lack of finance, capacity, and political will. Between 2013 and 2019, little progress has been made on REDD+ in the DRC, as a result of conflicting interests among actors both at national and decentralized levels; information asymmetry; elite capture and corruption; and the pre- and post-election situation. To date, the effectiveness of REDD+ activities in the DRC remain unclear, due to the absence of rigorous impact assessment. However, efforts can be observed on the field where there is increased number of participants to forest policy process compared to REDD+ early years; and several ongoing projects are testing policy options within and across levels. If these efforts are sustained, they can contribute in putting in place conditions to achieve REDD+ objectives.

In the twenty-first century, the relationship between violent conflict and natural resources has become a matter of intense public and academic debate. As a result of fervent activism and international campaigning, the flagship case of "conflict minerals" has captured global attention. This term groups together the artisanal tin, tantalum (coltan), tungsten and gold originating from war zones in Central Africa. La République Démocratique du Congo s’est engagée à réduire de manière efficace, efficiente et équitable ses émissions dues à la déforestation et à la dégradation forestière (REDD+). Le pays connaît des relations complexes entre les causes, agents et institutions de déforestation à l’échelle nationale. La politique REDD+ est influencée par des acteurs gouvernementaux et non-gouvernementaux, dont le nombre n’a cessé d’augmenter au fil des années. Néanmoins, la faible coordination entre ces acteurs demeure un problème. Depuis 2009, la RDC a annoncé plusieurs réformes portant sur le régime foncier, l’aménagement du territoire et la politique agricole, afin de créer un environnement institutionnel favorable à la mise en oeuvre de la REDD+. Pourtant, aucune de ces réformes n’a pu se concrétiser, en raison à la fois des changements politiques mais aussi d’un manque de financement, de capacité et de volonté politique. De même, peu d’avancées ont été réalisées entre 2013 et 2019, à cause des conflits d’intérêts entre acteurs, tant au niveau national que local, de l’asymétrie informationnelle, de la mainmise et de la corruption des élites, ainsi que du contexte pré et post-électoral. À ce jour, l’efficacité des activités REDD+ en RDC reste hypothétique, compte tenu de l’absence d’une évaluation d’impact rigoureuse. Cependant, des efforts sur le terrain sont à noter, avec un nombre croissant de parties prenantes au processus de politique forestière par rapport aux premières années. De même, plusieurs projets en cours testent différentes options stratégiques à l’intérieur et par-delà les niveaux. Si ces efforts sont soutenus, ils pourront contribuer à mettre en place les conditions nécessaires pour réaliser les objectifs REDD+.

En RD Congo, le système hybride de droit foncier ne favorise pas une entente harmonieuse entre l'État et les communautés locales en proximité des aires protégées. Pour les uns, le sol et le sous-sol appartiennent à l’État, pour les autres, les forêts constituent l’héritage ancestral et il appartient aux représentants du pouvoir coutumier de les gérer. Le Parc national de la Salonga et ses ressources naturelles représentent, pour les communautés locales une base de subsistance pour leur survie. Cependant, il est perçu comme une entrave à leurs subsistance et activités économiques, leur patrimoine que sont les forêts et les eaux étant inaccessible, car resté dans les limites du parc. À travers une analyse des systèmes traditionnels de gestion des ressources naturelles en territoire de Monkoto, nous avons montré que, les prérogatives foncières que l’État s’est réservé dans les textes, se trouvent singulièrement limitées dans la pratique par l’existence de la tenure coutumière. Les différents espaces restent monopolisés par les pouvoirs coutumiers. L’éviction des populations indigènes et l’aliénation de leurs terres en faveur de la conservation, sont à la base des conflits autour du parc en territoire de Monkoto. Le processus d’exclusion et les négations des droits traditionnels sur les ressources restées au parc, engendrent une persistance des conflits reposant majoritairement sur des questions d’accès aux rivières et étangs. Les résultats obtenus dans cette étude ont inspiré une suggestion pour la mise en place d’une gestion collaborative des ressources halieutiques, entre différents acteurs de pêche dans les rivières à l’intérieur du parc, en territoire de Monkoto.
