Dani Joly brings together theoretical and empirical research on ethnic minorities in Eastern and Western Europe showing that their positions and the increased prejudices they encounter share many similarities throughout Europe. Whether racism and exclusion are related to exploitation and power relations, ideologies, or social status, they pervade interactions between the majority society and its ethnic minorities. The history of such ideologies, the upsurge of racism and xenophobia through the general crisis of Western Europe and the various 'arenas' of racism in Germany are respectively studied by Eide, Alt and Blaschke, while Jarabova and Matei/Aluas examine prejudice and racism in the Czech lands and Romania. What international legal and theoretical instruments there are to counteract these trends are explored by Phillips and Rex, while Lloyd focuses on the social practice of anti-racist movements. Finally, Anthias theorises the different categories of disadvantage for ethnic minority women experience. Still looking at women, Campani, Vasquez and Xavier de Brito demonstrate how those establish themselves as social actors in the reception country.

Welfare offices usually attract negative descriptions of bureaucracy with their queues, routines, and impersonal nature. Are they anonymous machines or the locus of neutral service relationships? Showing how people experience state public administration, The Bureaucrat and the Poor provides a realistic view of French welfare policies, institutions and reforms and, in doing so, dispels both of these myths. Combining Lipsky's street-level bureaucracy theory with the sociology of Bourdieu and Goffman, this research analyses face-to-face encounters and demonstrates the complex relationship between welfare agents, torn between their institutional role and their personal feelings, and welfare applicants, required to translate their personal experience into bureaucratic categories. Placing these interactions within the broader context of social structures and class, race and gender, the author unveils both the social determinations of these interpersonal relationships and their social functions. Increasing numbers of welfare applicants, coupled with mass unemployment, family transformations and the so-called 'integration problem' of migrants into French society deeply affect these encounters. Staff manage tense situations with no additional resources - some become personally involved, while others stick to their bureaucratic role; most of them alternate between involvement and detachment, assistance and domination. Welfare offices have become a place for 're-socialisation', where people can talk about their personal problems and ask for advice. On the other hand, bureaucratic encounters are increasingly violent, symbolically if not physically. More than ever, they are now a means of regulating the poor.

Analecta Bruxellensia has been since 1996 the annual review of the Protestant Faculties of Theology and Religious Studies (FUTP (French) and FPTR (Dutch)) in Brussels. Analecta 21 is a varied number. Three themes are developed covering exegetical, historical, sociological, theological and philosophical fields. The first explores hermeneutics related to the understanding and assimilation of the biblical text; the second addresses the weight of ideology in the construction of narratives invoked in the representation of the Other; the third pursues this theme of encounter and otherness in various historical perspectives. From a queer exegesis of the narrative of Acts 8 to the question of the extent of Christ's salvation in the hypothesis of inhabited worlds in science fiction literature, the eclecticism of these academic contributions, as well as their relevance to contemporary debates, promise the reader multiple changes of scenery and genuinely new thinking. This issue also includes a previously unpublished contribution by Paul Ricœur, a restitution of a three-speaker conference given in January 2000 on the theme of justice between ethics and law.

The Poplars housing development in suburban Paris is home to what one resident called the “Little-Middles” – a social group on the tenuous border between the working- and middle- classes. In the 1960s The Poplars was a site of upward social mobility, which fostered an egalitarian sense of community among residents. This feeling of collective flourishing was challenged when some residents moved away, selling their homes to a new generation of upwardly mobile neighbors from predominantly immigrant backgrounds. This volume explores the strained reception of these migrants, arguing that this is less a product of racism and xenophobia than of anxiety about social class and the loss of a sense of community that reigned before.
