Las mujeres españolas pudieron casarse con hombres de otras razas siglos antes que las estadounidenses y ejercer el voto años antes que las francesas, las italianas y las suizas. Manual para españoles sin complejos muestra a los lectores que sobre ellos no ha caído ninguna maldición que los condene a lamentar el haber nacido en España, en vez de en uno de esos neblinosos países del norte de Europa. Introito El presente libro es una compilación de vivencias y observaciones que he hecho durante los últimos años en el ejercicio del Poder Público municipal (municipio Antonio José de Sucre estado Barinas), las cuales no corresponden necesariamente a las que haya tenido algún lector en una situación similar. Cada experiencia es diferente. Está redactado en forma de discurso. Los abogados, por lo general, nos gusta hablar como si estuviésemos asesorando, conversando con un cliente, con un amigo. En el presente caso, con uno que quiere ser elegido o ya ha sido elegido como alcalde. Si tu- viese como profesión la ingeniería, seguramente transmitiría mis ideas con planos y diapositivas. Si fuese contador o economista: esquemas, gráficos y cuadros comparativos. Los abogados, generalmente, utilizan el discurso como recurso para expresar lo que sienten y desean comunicar. Ideas, que inevitablemente están sujetas a revisión, negociación y cambio. Cada profesional tiene su estilo, su forma singular de expresar sus conocimientos. En la política ocurre igual. El ejercicio de la política es muy sui generis y es de entenderse así, pues no existe la formación política obligatoria para las personas que llegan al poder, y la forma de gobernar, en algunos casos -más bien en la mayoría de los casos-, resulta improvisada y a la larga improductiva para el desarrollo de las poblaciones. Casi que me atrevería a decir que los gobernantes solo adquieren conciencia del poder conferido por el pueblo, cuando ya no lo tienen. Evidentemente, ya es tarde. Los gobernantes nuevos, siempre tienen dudas cuando comienza su primer periodo, temen preguntar, disimulan su ignorancia -en algunos casos justificada- con maniobras propias de los políticos, y a veces confía sus dudas a un asesor o un integrante de su tren ejecutivo con la intensión de avanzar. Pero hay situaciones en las cuales les es difícil pedir ayuda. Estos breves extractos orientan de manera general algunos de esos escenarios. Así que, sin más preámbulos, espero que los presentes apuntes sirvan al lector y, por qué no, a nuestros actuales o futuros gobernantes municipales, para hallar en el ejercicio del poder ejecutivo una tarea agradable, aunque con conflictos y retos -que no son únicos-, sobre los que siempre será posible resolverlos y anteponerse.

This book is formed by various chapters studying the manner in which conflicts, changes and ideologies appear in contemporary Hispanic discourses. The contributions analyze a wide variety of topics related to the manner in which ideological and epistemological changes of the 19th, 20th and 21st centuries are reflected in, and shape, Spanish language, literature, and other cultural expressions in both Spain and Latin America. The 19th century was conducive to various movements of independence, while, in Europe, radical changes of different types and in all contexts of life and knowledge occurred. Language was certainly affected by these changes resulting in new terminology and discourse strategies. Likewise, new schools of thought such as idealism, dialectic materialism, nihilism, and nationalism, among others, were established, in addition to new literary movements such as romanticism, evocative of (r)evolution, individualism and realism, inspired by the social effects of capitalism. Scientific and technological advances continued throughout the 20th century, when the women’s liberation movement consolidated. The notion of globalization also appears, simultaneously to various crises, despotism, wars, genocide, social exclusion and unemployment. Together, these trends give rise to a vindicating discourse that reaches large audiences via television. The classic rhetoric undergoes some changes given the explicit suasion and the absence of delusion provided by other means of communication. The 21st century is defined by the flood of information and the overpowering presence of mass communication; so much so, that the technological impact is clear in all realms of life. From the linguistic viewpoint, the appearance of anglicisms and technicalities mirrors the impact of post-modernity. There is now a need to give coherence to a national discourse that both grasps the past and adapts itself to the new available resources with the purpose of conveying an effective and attractive message to a very large audience. Discourse is swift, since society does not seem to have time to think, but instead seeks to maintain interest in a world filled with stimuli that, in turn, change constantly. Emphasis has been switched to a search for historical images and moments that presumably explain present and future events. It is also significant that all this restlessness is discussed and explained via new means such as the world-wide-web. The change in communication habits (e-mail, chats, forums, SMS) and tools (computers, mobile phones) that was initiated in the 20th century has had a net effect on the directness and swiftness of language.
