A constitutional monarchy is a form of government in which a monarch acts as head of state within the perimeters of a written (i.e., codified), unwritten (i.e., uncodified) or blended constitution. It differs from absolute monarchy in that an absolute monarch serves as the sole source of political power in the state and is not legally bound by any constitution. Most constitutional monarchies employ a parliamentary system in which the monarch is the ceremonial head of state and a directly or indirectly elected prime minister is the head of government and exercises effective political power. In the past, constitutional monarchs have co-existed with fascist and quasi-fascist constitutions (Fascist Italy, Francoist Spain) and with military dictatorships. This finding challenges commonly accepted assertions about Thailand, arguing that the King's political role is not the remnant of the 'unfinished' borrowing of Western constitutionalism, general disregard for the law, or cultural preference for 'charismatic authority', as generally thought. Drawing on materials and sources not previously available in English, this important work provides a comprehensive and critical account of the Thai 'mixed constitutional monarchy' from the late 19th century to the present day.
