In September 2001, staff from the World Bank and the International Monetary Fund met with the objective of strengthening collaboration between the two organizations in projects of civil service reform. This strengthened collaboration will have key benefits in ensuring consistency between the conflicting goals of the two organizations, establishing realistic objectives within the reform process, and maintaining a core set of wage and employment data. The principal conclusion arrived at was that World Bank and IMF staff should be engaging in collaboration earlier in the reform process. To guide the collaboration, six foundations were identified. These include: develop a medium-term fiscal framework; foster national ownership by making reforms politically feasible; focus and streamline conditionality; agree on sequencing and timing of reforms; and strengthen data collection. These principals will be tested for effectiveness in several focus countries.

This paper develops a preliminary market-based measure of povery in response to the need for a measure of poverty that would be easy to understand, sensitive to geographic cost differences, related to changes in costs of consumption rather than changes in income, useful for measuring the impact on poverty of the National Child Benefit, and credible with respect to the severity of poverty. The main characteristics of the measure are: costs for food, clothing, and shelter are identified individually; costs for other expenditures are aggregated; geographic differences in the costs of goods and services are reflected; costs reflect family size; and costs are compared to family income available for consumption. Steps involved in constructing the measure are described and the differences in poverty incidence and depth, by province, are examined when calculated by the market-based measure and by other commonly used measures. Finally, further steps for development of the market-based poverty measure are outlined. The appendix includes a sensitivity analysis and an overview of current measures of poverty in Canada and internationally.

Poverty is a paradoxical state. Recognizable in the eld for any sensitive observer who travels in remote rural areas and urban slums and meets marginalized people in a given society, poverty still remains a challenge to conceptual formalization and to measurement that is consistent with such formalization. The analysis of poverty is multidisciplinary. It goes from ethics to economics, from political science to human biology, and any type of measurement rests on mathematics. Moreover, poverty is multifaceted according to the types of deprivation, and it is also gender and age speci c. A vector of variables is required, which raises a substantial problem for individual and group comparisons necessary to equity analysis. Multidimension- ity also complicates the aggregation necessary to perform the ef ciency analysis of policies. In the case of income poverty, these two problems, equity and ef ciency, have bene ted from very signi cant progress in the eld of economics. Similar achievements are still to come in the area of multidimensional poverty. Within this general background, this book has a very modest and narrow-scoped objective. It proposes an operational methodology for measuring multidimensional poverty, independent from the conceptual origin, the size and the qualitative as well as the quantitative nature of the primary indicators used to describe the poverty of an individual, a household or a sociodemographic entity.

"More often than not, poverty and inequality measures are based on consumption expenditures of households but this does not represent the welfare of the individuals within the household and hence concern has been raised on policy formulation (Haddad and Kanbur 1990). The strong assumption for such data use has been that resources within a household are divided according to need but a growing body of literature has argued that this is not true and that consumption inequality exists within households (Sen 1984, Thomas 1990, Phipps and Burton 1995, Iversen 2003). These studies have shown that certain social configurations such as discriminations or norms against women, the earning capacity of individuals and power structure within the households (traditionally assigned or acquired through earnings) are causes of inequality within the household. When deprivations within the household are not accounted for and if these are aggregated for the whole population, the underestimation of inequality and poverty could be significant and result in gross policy neglect"--Abstract.
