Markets and Development presents a series of critical contributions focused on the political relationship between citizens, civil society, and neoliberal development policy’s latest form. The dramatic increase of ‘access to finance’ investments, newly gender-sensitive approaches to building neoliberal labour markets, the universal promotion of public-private partnerships, and the ‘development financing’ of extractive industries, have all seen citizens, social movements, and NGOs variously engaged in, and against, neoliberalism like never before. The precise form that this engagement takes is conditioned by both the perceived and real opportunities, and the risks, of an agenda which seeks to intern ‘emerging’ and ‘frontier markets’ deep within a concretising world market, with transformative repercussions for both those involved and, notably, for state-society relations. The contributors to this volume focus on essential aspects of the contemporary neoliberal development agenda and its relationship to and with citizens and civil society, tackling questions related to the roles that various actors within civil society in the underdeveloped world are playing under late capitalism, and how these roles relate to current efforts to establish and extend markets, and market society more broadly, in a neoliberal image. This book argues that the international development sector is in crisis which can be mostly sourced to its side-stepping the dominant development question of our age, the neoliberal growth paradigm. It argues that this crisis can be addressed, at least in part, by the sector’s re-engagement with the radical development education process that it helped to foster and sustain for over two decades. The recent safeguarding scandal is symptomatic of a sector that is becoming overly hierarchical, brand conscious and disconnected from its base. This book argues that many of the problems the sector is facing can be sourced to its failings in grappling with the question of neoliberalism and formulating a coherent critique of how market orthodoxy has accelerated poverty in the global North and South. This book recommends re-embracing the radical origins of global learning, situated in the participative methodology and praxis (reflection and action) of Paulo Freire, both as internal capacity-building and external public engagement. The book proposes a new development paradigm, focusing on bottomup, participative approaches to policy-making based on the needs of those NGOs claim to represent – the poor, marginalised and voiceless – rather than constantly following the agenda of donors and governments. Using the case study of Singapore, this book examines the production of a set of institutionalized relationships and ethical meanings that link citizens to each other and the state. It looks at how questions of culture and morality are resolved, and how state-society relations are established that render paradoxes and inequalities acceptable, and form the basis of a national political culture. The Singapore government has put in place a number of policies to encourage marriage and boost fertility that has attracted much attention, and are often taken as evidence that the Singapore state is a social engineer. The book argues that these policies have largely failed to reverse demographic trends, and reveals that the effects of the policies are far more interesting and significant. As Singaporeans negotiate various rules and regulations, they form a set of ties to each other and to the state. These institutionalized relationships and shared meanings, referred to as neoliberal morality, render particular ideals about family natural. Based on extensive field work, the book is a useful contribution to studies on Asian Culture and Society, Globalisation, as well as Development Studies.

The late twentieth and early twenty-first centuries are commonly characterised as an age of ‘neoliberalism’ in which individualism, competition, free markets and privatisation came to dominate Britain’s politics, economy and society. This historical framing has proven highly controversial, within both academia and contemporary political and public debate. Standard accounts of neoliberalism generally focus on the influence of political ideas in reshaping British politics; according to this narrative, neoliberalism was a right-wing ideology, peddled by political economists, think-tanks and politicians from the 1930s onwards, which finally triumphed in the 1970s and 1980s. The Neoliberal Age? suggests this narrative is too simplistic. Where the standard story sees neoliberalism as right-wing, this book points to some left-wing origins, too; where the standard story emphasises the agency of think-tanks and politicians, this book shows that other actors from the business world were also highly significant. Where the standard story can suggest that neoliberalism transformed subjectivities and social lives, this book illuminates other forces which helped make Britain more individualistic in the late twentieth century. The analysis thus takes neoliberalism seriously but also shows that it cannot be the only explanatory framework for understanding contemporary Britain. The book showcases cutting-edge research, making it useful to researchers and students, as well as to those interested in understanding the forces that have shaped our recent past.
