The Karakoram Highway was constructed by the Pakistani state in the 1970s as a major development project that furthered the national interest and solidified state control over the disputed region of northern Pakistan. Focusing on this highway, this book provides a unique analysis of the links between space, travel and history in the formation of the Pakistani nation-state. The present monograph traces the origins of the Pakistani state and the processes that encouraged the state-sponsored efforts to build a Pakistani nation, and seeks to isolate various problems associated with such nation-building efforts. It introduces various conceptual categories of state, nation, nation-state and state-nation, and identifies the superfluity in the argument that state and nation must be coterminous for a state to survive, an argument which has been unquestioningly taken up by the leaders of the India and Pakistan in their nation-building endeavors. Based on such a proposition, the prolonged effort of the Pakistani state to impose an artificial identity, privileging certain markers of nationalism unacceptable to local identities, has resulted in demands of the latter for secession and self-determination. The monograph tries to identify and compare the separate markers of state-nationalism and the Sindhi, Baloch and Pakhtun identities, and argues that dissonances among the way these identities are projected and internalized would continue to make the process of nation-building difficult for the elite in Pakistan. It recognizes the potential of the Pakistani state to evolve a neutral, and territory-based civic-nationalism as an antidote to the ongoing confrontation between the state and the 'nations', but concludes that the present power-elite in Pakistan may not be ready for such a transformational change in its outlook.

My dissertation explores the relationships between states in the age of globalization, and the construction and expression of Pakistani immigrants' national, ethno-racial, and religious identities at the individual and group levels. It is driven by the question of how we make sense of boundaries and belonging, and I explore the relationship(s) between immigrant communities' identities and local, state, and global contexts. Concretely, I examine how Pakistani immigrants in the global metropolitan areas of San Francisco, California and Toronto, Ontario construct and participate in various identity communities both within and across borders. I argue that accurate study of global phenomena requires we question the assumptions built into the nation-state system, which overly constrain our analyses and representations of reality. I demonstrate the import of American hegemony, and show how the US and Canada, in their separate and dialectic ways, create visually-identified others. I suggest an analytic framework of the administrative and the affective of the macro and the micro, and apply it to citizenship to comment upon the processes of racial disciplining that structure subjectivities in an increasingly interconnected global society. This dissertation adds to the little discussed question of how race is made across boundaries, shows how states structure subjectivities, and how immigrants' identity projects are instances of the deterritorialization of the nation-state.

Islam, Ethnicity, and Power Politics explores how the central state apparatus, social forces, ethnic groups, political elites, and religious factions have attempted to influence the construction of identity in Pakistan, and why it has become such a contested issue. The book analyzes the issue of identity in relation to power dynamics and competing ideologies, and argues that the choice and expression of a specific identity by contending political actors serves to claim, legitimize, and challenge power. The postcolonial inheritance of ethnic diversity and cultural pluralism that is embedded deep in regional histories as well as in the multiple layers of narrow tribal, caste, and parochial affiliations have not lent easily to the coveted idea of a single national culture or a particular sense of national identity. Against a conventional view of identity, the book makes the counter-argument of multiculturalism and a layered idea of identities that is contextualized. The defining idea of the book is that the cultural diversity of Pakistan-a rich mosaic-is not the problem that it is generally conceived to be. Conversely, it argues that diversity and pluralism in Pakistan or elsewhere can be managed and made to evolve into national solidarity and political cohesion through democratic, federal, and republican politics. However, such a diverse society requires a pluralistic political framework of equality, accommodation, inclusiveness, recognition, and rights.
