With the stagnation of the Doha Round of multilateral talks, trade liberalisation is increasingly undertaken through free trade agreements. Gabriel Siles-Brügge examines the EU's decision following the 2006 'Global Europe' strategy to negotiate such agreements with emerging economies. Eschewing the purely materialist explanations prominent in the field, he develops a novel constructivist argument to highlight the role of language and ideas in shaping EU trade policy. Drawing on extensive interviews and documentary analysis, Siles-Brügge shows how EU trade policymakers have privileged the interests of exporters to the detriment of import-competing groups, creating an ideational imperative for market-opening. Even during the on-going economic crisis the overriding mantra has been that the EU's future well-being depends on its ability to compete in global markets. The increasingly neoliberal orientation of EU trade policy has also had important consequences for its economic diplomacy with the developing economies of the African, Caribbean and Pacific group of states.

Despite recent academic interest in oral history and working-class writing, few other autobiographies reveal daily life for early twentieth-century itinerant gasworks bricklayers, or 'retort-setters'. Charles Hansford recounts constructing his own home single-handedly aged twenty-one, describes economic privations and poor weather conditions. 'Brick Bonds' documents his relationships with fellow workers and specific building techniques they used (a bond is a brick-laying pattern). His personal memories of enemy action in wartime, working-class social and leisure pursuits in London, the 1924 National Building Strike, and notable ships like Titanic and Bismarck are set into historical context. Hansford reveals an evolving class awareness and trade union activism; a declared Socialist, he readily left building sites in protest, even into the 1970s. His career encompassed Fawley Refinery, Royal Netley War Hospital, British Overseas Airways Company flying-boat bases, and Harrods store in London.

The role of trade in the global economy is at a critical juncture. Increased trade integration helped to drive economic growth in advanced and developing economies in the latter part of the 20th century. Since the early 2000’s, however, a slowdown in the pace of trade reform, a post-crisis uptick in protectionism, and risk of further reversals have been a drag on trade, productivity, and income growth. At the same time, trade is leaving too many individuals and communities behind, notably also in advanced economies. To be sure, job losses in certain sectors or regions in advanced economies have resulted to a large extent from technological changes rather than from trade. But adjustment to trade can bring a human and economic downside that is frequently concentrated, sometimes harsh, and has too often become prolonged. It need not be that way. With the right policies, countries can benefit from the great opportunities that trade brings and lift up those who have been left behind. Those polices ease adjustment to trade, as well as strengthen overall economic flexibility and performance.
