Este documento analiza los procesos de implementación de las reglas fiscales resilientes en América Latina. Los estudios incluyen una tipología, incluyendo sus ventajas y desventajas, así como sus relevantes complementos institucionales, el marco fiscal de mediano plazo y el consejo fiscal independiente y una evaluación de las experiencias obtenidas a partir de su implementación en economías de América Latina (método del control sintético). Las experiencias analizadas por los expertos, seleccionadas por el criterio de resiliencia de la regla, incluyen Chile, país pionero, Perú, Panamá, Colombia y México, y los últimos países en adoptar tales reglas, Paraguay, El Salvador y Costa Rica. A grosso modo, las reglas han evolucionado, de reglas de balance, algunas con ajuste estructural, donde existe el predominio de uno o dos recursos naturales, buscando sostenibilidad fiscal y estabilidad durante el ciclo, hacia reglas que controlan por más agregados, en especial el gasto corriente, procurando proteger la inversión pública. Si bien se trata de economías con distintos tipos de normativa y grado de madurez de la institucionalidad hacendaria cada país presenta retos y riesgos diferentes. Por ello, es recomendable un diseño flexible, en especial para periodos recesivos, y cambios en el proceso presupuestal fortaleciendo los marcos fiscales de mediano plazo. Esperamos que las lecciones aprendidas de estas experiencias serán útiles para los países que consideren reformar o implementar una regla como parte del compromiso con la cultura de la responsabilidad fiscal.
